KNCW YE, that I, John S. Atkins, County Judge of Kerr County, Texas, by virtue
of the authority vested in me by law, and in pursuance of the proclamation issued by the
Cevernor of the State of Texas, do hereby order a speclel election to be held throughout the
County of Karr, in the State oP Texas, onMONDAY, the E3rd day of August, A. D. 1937 Por
the purpose oP voting for the adoption or rejection oP seven proposed amendments to the State
Constitution oP the State of Te xes as submitted by the Forty-Fifth Leglslature in reRUlar
session assembled. The proposals to be voted on in the customary manner provided Por by the
Constitution and •la ws of this Ste to at this special constitutional amendment election shall
be as follows:
1. Proposing an aIDendment to Section 16, Article XVI, oP the Constitution of
Texas; providing that the Legislature shall authorize the incorporation oP banking bodies
and provide for the supervision and regulation oP same; providing for all of the capital
stock to be subscribed and paid for before charter issued; restricting foreign corporations
from doing banking business; restricting corporate business to one place.
2. Proposing an amendment to nrticle III of the Constitution of the State of
Texas by adopting a new Section to be known as Section 51d, v;hich shell provide that the
Legislature shell have the power to provide, under such limitations and restrictions as may
be deemed by the Leglslature expedient for assistance to destitute children and for the
