The proposals to be voted on in the customary manner provided for by the Constitution and-laws of this State at this special constitutional amendment election shall be as follows: 1. Proposing an a~endment to Section 16, Article XVI, of the Constitution oP Texas; providing that the Legislature shall authorize the incorporation of banking bodies end provide for the supervision and regulation of same; providing for all of the capital stock to be subscribed and naid for before charter issued; restricting foreign corporations from doing banking business; restricting corporate business to one place. 2.
