STATE DEPARTMENT, as here inefter used, refers to the State Department of Public Welfare, State of Texas. H. LOCAL WELFARE UNITi sa hereinafter used, refers to the county and/or local policital sub-division(s) enumerated as follows: RERR COUNTY, TEXAS. C. JTJNIOR FIELD WORKER S sa hereinafter used, refers to employees in the local welHar unit who are responsible for cart if Soation and re-certification of referrals to the Work Pro,jecta Administration and seleotion for enrollment in the Civilian Conservation Corp; for making cart if icat ions and re-oertif lcatio ns of persons to receive Supplus Commodities or Stem or other services available through the State Department; and, for performing the duties set out by the local welfare unit as enumerated in Article IV, Section q, Sub-section 2 of this agreement. ARTICLE II: RESPONSIBILITIES OF THE DEPARTMENT A. The State Dapar tment agrees to employ in Lhe local welfare unti a staff of 3unior field workers to perform the work as set out in this agreement. B. The State Department will be responsible for establishing uniform minimum qualifi- cations for workers and to abide by these qualifications in the selection of personnel. D. E. The State Department will provide in-service training for the junior field workers to enable them to efficiently perform their duties. Y. The State Department will assume responeib ility for employing end diemisaing all junior field workers, but no dun for field worker shall be employed or dismissed without oon- sultation with the signers of this agreement. G. Tha State Department will be responsible for directing, aupervisdng,.and interpreting the poi is lea and eatabli sh ing the procedures and rules oP eligibility to be ua ed by the junior field worker(s) in establishing eligibility of applioants and continuing eligibility of re- ciplants for WPA, CCC, and Surplus Commoditiee and Stempe in aoo ordance with the rules and regulations as preaoribed by the federal agencies involved. H. The State Depar tmenL will provide the local welfare unit with a biennial report of expenditures for public esalatanoe within the boundaries of that unit. I. The State Department will leave Sn the local welfare unit any needed state-owned off equipment being used sa of the date of this agreement. It Se understood that the State S9~ nt will not replace this equipment when it wears out. ARTICLE III: RESPONSIBILITIES OF TiIE LOCAL WELFARE UNIT. A. The Local welfare unit agrees to provide cleriaal employees based on a ratio of not less than one clerical person for every two ,junior field wor kere provided by the State Depart B. The local welfare unit agrees to provide the junior field works re with adequate offl space, equipment, and supplies not otherwise furnished by the State Department under the terms of this agreement. It is further agreed that the looal welfare unit will provide adquate offi spade 1'or other programs admin iater ed by the State Department suoh as; Old Age Assists ne e, Aid the Needy Blind, Aid for Dependent Children, and Child Welfare Servioea. Minimum offioe requirements for junior field workers and workers handling OAA, ADC, ANB, and Child Welfare Servid es shall include the following: 1. Privacy for interviewing applicants. Proper heating, lighting, and ventilation facilities. 2. Waiting room with suff iclent seats and apaoe prep erly heated, lighted, and ventilated. 3. A spearate desk or table and chair for each employee. 4. Water for employees and appliaanta. 5. Toilet facilities Por employees and applicants. 6. Sanitor service for offices. Additional minimum office requirements for ,junior field workers are ea follows: 1. Closed filing cabinets, preferably ate el. 2. An adequate supFly of stamps, stationery, panoils, and other offioe supplies. 3. At least one typewriter for every two junior field workers. The local welfare unit agrees that the State Dep er tm ant shall determine whether or not the offioe space, equipment, and supplies provided inset these minimum requirements. C. The local welfare unit agrees to furnish proper storage and transportation facilities for all aupplue commodities available for dlstribut ion within the local welfare unit; utilitie packaging; warehouse; and storeroom supplies and equipment; end to be responsible for any demurrage that may be incurred on care of surplus commodities that are. shipped on government bills of lading by the Surplus AAnrke ting Administration direct to deat Snat ions within the loca welfare unit. ARTICLE IV: RESPONSIBILITIES OF SUNIOR WOR%ERS A. The junior field worker(s) is to be responsible to: 1. The State Departmeat for s11 referrals to WPA and CCC, and for aertificationa for our glue commodities and stamps in accord wit3r the State Department manual of Instruction, and for determinig ao nt lnuing eligibility for participation in these programs. 2. The local welfare unit for performing the following duties: None. ARTICLE: V. A. It is mutually agreed by the State Department and the loo el welfare unit that persons employed as of August 1, 1941 by the local welfare unit to do the work of a junior field works. as set out in this agreement shall be exempt from meeting the minimum qualifications, as set o' in Part H of this Section, but such workers must pass a written qualifying examination es pro- vided by the State Department. It is further agreed that the quality and quantity of their work moat be passed on as aooeptable by the State Department. 1. junior field workers who meet the above requirements and who are approved by the Stat SBs I De pertment, will be not lPied and employed on a three-months' probation. Suooesaful completion of two years of study in an accredited college or university. OR 2. A combination of education and eaper ie noe determined to be equivalent, aubstltut ing one year of aucaesaful, full-Lime, paid employment in a sot iel work capacity in a public or private social work agency determined by inveatlgat ion to have maintained high standards of wo and superv lsion during the period of the applicant's employment therein, for each year of the required college educe tion. C. The appointment of Junior field wo rke ra not covered by Section A of this Article, or the appointment of works re to fill future vacant iea, ah ell be made by the State Department through its Div felon of Personnel.
