No. 5846. UPPER TURTLE CREEK FARM TO MARKET 1273 PROJECT DEFERRED.
This the 9th day of December, A. D. 1952, after motion having been duly made by Guthrie,
seconded by Goff, and unanimously appr oved that the construction of farm to market No. 1273,
(commonly known as the Unper Turtle Creek Road) be deferred to a later program for reason that
change in ownership rendered right-of-way difficult and expensive to secure, and that the State
~^ Highway Commission is reouested to substitute some other project in Kerr County for construction
'- in the current program.

This the 9th day of December A. D. 1952, came on to be considered by the Court, by Jno.
R. Leavell, County JudFn.e, his 1951 traveling expense in the amount of480.00. It appearing
to the court that said traveling expenses should be approved and confirmed for the year 1951,
therefore motion duly made by Molter, seconded by Guthrie, and unanimously approved by the
court that said report be approved and filed with the County Clerk.

This the 9th day of December, A. D. 1952, came on to be presented by the court the claim
of Humble Oil and Refining Company in the amount of X22.50 against Road and »ridge Precinct No.
1; and R. B. Fowden, in the amount oP $56.99, against Road and Fridge No. 1, and claim of
Louis StroY.acker in the amount of ?1.00 against General Fund of Kerr County. It appearing to

AGREEMENT
1. This agreement is entered into by the State Department of Public Welfare and by The
County of Kerr, Texas, hereafter referred to as the Political Subdivision, in order to make
Old-Age and Survivors Insurance coverage effective for employees of the Political Subdivision.
2. Poth parties agree to undertake the respective liabilities and responsibilities; auth-
orized and provided by H. P. 603, Acts 52nd Legislature, Regualr Session, and by the Federal
Social Security Act (as they now are and may from time to time be amended), and that they are
a part of this agreement.
3. The Political Subdivision agrees that the provisions of Bulletin 2, Application. and
Agreement, (as it now is and may from time to time be amended) promulgated by the State Depart-
ment of Public Welfare, ar? a part of this agreement.
4. The Political Subdivision agrees to cover all employees of the Political Subdivision,
except those performing services specifically excluded by law and those performing services
listed below.
1. Any service of an emergency nature.
2. Pert-time positions.
5. The Political Subdivision will deposit in the "Social Security Fund " on or before
(date) January 31st each year the amount of priority dedicated revenues sufficient to meet its
estimated obligations under the terms of this agreement.
6. The effective date of this agreement is (date) Dec. 1, 1952
7. This agreement is agreed to, by the Political Subdivision (date) December 9, 1952.

On the 9th day of Dec., 1952 came on to be heard by the Commissioners'
Court of Kerr County, Texas at a regualr term of such Court, the question as to whether the
County should enter into agreements whereby the employees of the County would be authorized to
participate in the Old-Age and Survivors Insurance System of the Federal government.
On motion by Commissioner L. &1. Guthrie, seconded by Commissioner V. D. Powell, that the
County of Kerr enter into all necessary agreements with the State Department of Public Welfare
in order that the provisions of house Bill 603, Acts 52nd Leg., R. S. 1951 and Public Law 734,
81st Congress, ch. 809; 2d, H. R. 6000, be carried out, and such motion having been placed to
a vote Commissioner Lee Goff, voted in favor with Commissioner Chas. Molter, voting agaiiast such

proposition, the vote being carried three to one.
~`` It is hereby ordered, adjudged, and decreed that the County of Kerr enter into all nec-
I essary agreements with the State Department of Public Welfare for the purpose of carrying out
the provisions oP the above mentioned acts.
The Hon. Jno. R. Leavell, County Judge, is hereby appointed as Agent of such county to
execute all necessary agreements and instruments for and in behalf of the County.
It is further ordered that a sufficient sum of money be allocated and set aside from the
fund
proper/of which :179.61 transferred from General Fund; X2.09 from Jury Fund send X63.78 from
Road & Bridge Fund and to be known as the County of Kerr Social Security Fund for the pur-
pose of carrying out the provisions of the above mentioned acts. Such Social Security Fund
shall be set aside and maintained in the County Depository.

Be it resolved that the Commissioners' Court of Kerr County shall go on record as
approving expenditure of not more than X7,500.00 for the alteration and improvement oP the
Louis Schreiner Airport, said funds being fifty (50) per cent of the money necessary to make
those improvements as hereinafter set out; it being understood that the City of Kerrville will
provide the other necessary fifty (50) per cent of the money needed;
1. Sufficient plumbing to provide adequate toilet facilities for approximately 150
people.
