that the location sad maintenance of such meters had been without the advise or aoaeent of
the Commissioner's Court of Kerr County; and it further appearing that such meters are situ-
ated on property belonging eoley to Kerr County, Tezas, by virtue of a General Warranty
Deed ezeouted by J. D. Brown to Kerr County, dated OcSober 18, 18!56, and reoorfled in Volume
A, Page 84, Kerr County Deed Heoords; and it turther appearing that the use of County props
to produce revenue for other governmental agencies is incompatible with the terms and eplrit
