repairing flood damage to the abutments of the north end of the Ingram Dam, and it appearing
to the Court that catastrophic damage to the ealating Flood Control atruature lmowa as the
Ingram Dem and to the adjacent public roadxay would result in event oP a Spring Plood, anises

ment, which has suffered prevloua flood damage of major proportions and it further appearing
