The manner of holding said eleotion shall be governed, ae near as may be, by the General
Election Lawa of the State of Texae. except as modified by the provisions of Article 1371-a,
Rexea Penal Code, and none but resident property taxpaying qualified voters of said County and
who have duly rendered the same for taxat lea shall be allowed to vote at Bald election.
