HIGHWAY 4.1 RIGHT-OF-WAY
On this the Sth day of May 1961, came on to be heard Lhe matter oP establishing procedure

ht-of-Way, and it appearing to the Court that Kerr County has agreed by the general terms
its fencing contracts to make partial payments to be limit ad to the equivalent percentage

Court that the contractors require frequent partial payments to meet payroll and equipment
sneer and that such partial payments are necessary, in order to expedite prompt completion
