The County Judge submitted for adoption by the Commissioners' Court the following order
for the issuance of School Building Bonds of KERR COUNTY COMI~iON SCHOOL DISTRICT N0. 2 (INGRAI~i)
and for the levy of a tax sufficient to pay the interest thereon and to discharge the principal
at maturity, which said order is as follows:
WHEREAS, heretofore, to-wit: on the 9th day of June, 1962, an election was held within
KERR COUNTY CON~ON SCHOOL DISTRICT NO. 2 (INGRAM) on the question of the adoption of the
provisions of Article 2784e-1, V.A.T.C.S., as amended; and
WHEREAS, a majority of those voting at said election w ted in favor of the adoption of
the provisions of said Act; and
WHEREAS, on the 24th day of April, 1963, there was presented to the County Judge of Kerr
County, Texas, a petition signed by the requisite number of resident qualified property tax-
paying electors of said District, who owned taxable property therein and who had duly rendered
the same for taxation, praying that an election be held to authorize the issuance of $43,000
of bonds for school building purposes, to-wit: the purchase, construction, repair or equipment
of public free school buildings„ and the purchase of necessary sites therefor, within the
limits of said District, to become due and payable serially in each of the years 1964 to 1993,
both inclusive, and to bear interest at a rate not exceeding 5% per annum, payable annually
or semi-annually, pursuant to authority of Article 2784e-1, V.A.T.C.S., as amended; and
GJHEREAS, this Court has ascertained and determined that the County Judge of Kerr County,
Texas, did on the 25th day of April, 1963, order that an election be held in said District
on the 11th day of May, 1963; and
WHEREAS, said election was duly and legally held on the 11th day of May, 1963, and the
result was duly certified and returned to this Commissioners' Court by the judges and clerks
thereof; and
WHEREAS, thereafter, to-wit: on the 13th day of May, 1963, this Court passed and adopted
an order canvassing returns and declaring the result of the aforesaid election and therein
found that a majority of the resident qualified property taxpaying electors, who owned
property in said District and who had duly rendered the same for taxation, voting at said
election, voted in favor of the issuance of the bonds of said District in the amount of $43,000
and the levy of a tax in payment thereof; and
WHEREAS, in said order of May 13th, 1963, the Commissioners' Court of Kerr County, Texas,
declared that the proposition submitted at the aforesaid election was sustained by a majority

the Commissioners' Court is authorized and empowered to issue the bonds of said District in
the amount of $43,000, voted as aforesaid, and to levy taxes sufficient to pay the current
interest on said bonds and the principal thereof as the same becomes due; and
wFIEREAS, this Court has examined into and investigated the regularity of the proceedings
for said election and finds that the same was duly and legally held; that the notice required
by law to be given had been duly and legally given; and that ttie said election was conducted
in strict conformity with the law; therefore

SECTION 1: That, pursuant to the aforesaid election, the coupon bonds of said District,

THIS BOND is one of a series of Sixty-six (66) serial bonds, numbered consecutively

aggregating the principal sum of FORTY THREE THOUSAND DOLLARS (43,000) issued by the Commis-
sioners' Court of Kerr County, Texas, on the faith and credit of KERR COUNTY CC MMON SCHOOL
DISTRICT NO. 2 (INGRAM) for school building purposes, to-wit: the purchase, construction,
repair or equipment of public free school buildings and the purchase of necessary sites there-
for, within the limits of said District, under and in strict conformity with the Constitution
and laws of the State of Texas, including Article 2784e-1, V.A.T.C.S., as amended, by authority
of a vote of the resident qualified property taxpaying electors of said District, who had
duly rendered their property for taxation, voting at an election held in said District for
that purpose on the 11th day of May 1963, and pursuant to an order duly passed by the Commis-
sioners' Court of Kerr County, Texas, and entered of record upon the Minutes of said Court.
AS SPECIFIED in the order hereinabove mentioned, the District reserves the right to redeem
Bonds Numbered 21 to 66, both inclusive, of this series, in whole or in part, but in inverse

SECTION 8: The seal of the Commissioners' Court may be impressed on each of said bonds,
or in the alternative a facsimile of such seal may be printed on said bonds. Said bonds shall
be executed by the imprinted facsimile signature of the County Judge, countersigned by the
imprinted facsimile signature of the County Clerk, and registered by the County Treasurer,
whose facsimile signature may be imprinted thereon, and the interest coupons attached to said
bonds may be executed by the imprinted facsimile signatures of the County Judge and County
Clerk. Execution in such manner shall have the same effect as if such bonds and coupons
had been signed by the County Judge, County Clerk, and County Treasurer in person by their
manual signatures. Inasmuch as such bonds are required to be registered by the Comptroller

enacted by the 57th Legislature of Texas at its Regular Session in 1961.
SECTION 9: That while said bonds or any of them are outstanding and unpaid, there shall
be annually levied, assessed and collected in due time, form and manner, a tax upon all of
the taxable property in said District, without limit as to rate or amount, sufficient to pay
the current interest thereon and create a sinking fund sufficient to pay each installment
of principal as the same becomes due; and to pay the interest on said bonds for the first
year and to create a sinking fund with which to pay the principal as the same becomes due,
there is hereby levied a sufficient tax on each one hundred dollars' valuation of taxable
property in said District for the current year and the same shall be assessed and collected
and applied to the purpose named; and while said bonds or any of them are outstanding and
unpaid, a tax each year at a rate from year to year as will be ample and sufficient to provide
funds to pay the current interest on said bonds and to provide the necessary sinking fund
(full allowance being made for delinquencies and costs of collection) shall be and is hereby
levied for each year respectively while said bonds or any of them are outstanding and unpaid,
and said tax shall each year be assessed and collected and applied to the payment of the
principal of and interest on said bonds. The Commissioners' Court hereby declares its purpose
and intent to provide and levy a tax legally and fully sufficient for such bonds, it having
been determined that the existing and available taxing authority of the District for such
purpose is adequate to permit a legally sufficient tax in consideration of all other outstand-
ing obligations.
SECTION 10: IT IS ALSO ORDERED that the County Judge of Kerr County, Texas, shall be
authorized to take and have charge of all necessary orders and records pending investigation
by the Attorney General of the State of Texas, and shall take and have charge and control of
the bonds herein authorized pending their approval by the Attorney General and their registra-
tion by the Comptroller of Public Accounts.
The above order having begin read in full, it was moved by Commissioner Stone and seconded
by Commissioner Witt that the same be passed and adopted.
Thereupon, the question being called for the County Judge put the motion to a vote of
the members of the Commissioners' Court and the motion carried by the following vote:
Commissioners Schwethelm, Witt, Bartel and Stone voting "AYE"; and none voting "NU". The
County Judge declared the motion carried and the order passed, and the Clerk was instructed
to record the same in the proper Minutes of the Court.

ON THIS the 24th day of Nay, 1963, the County Commissioners' Court of Kerr County, Texas,
convened in special session at the regular meeting place thereof in the Courthouse at Kerrville,
Texas, with the following members present, to-wit:

COMMISSIONER, Precinct No. 1;
COMMISSIONER, Precinct No. 2;
COMMISSIONER, Precinct No. 3;

and among other proceedings had by said Commissioners' Court were the following:
WHEREAS, there has been suhmitted to this Court the bid of M. E. ALLISON & CO., INC.,
San Antonio, Texas, to purchase the following described bonds of Kerr County Common School
District No. 2 (Ingram), to-wit:
$30,000 "KF.Rk COUNTY COMMON SCHOOL DISTRICT NO. 2 (INGRAM SCHOOL BUILDING BONDS,
SERIES 1963", dated June 1, 1963;
at a price of par and accrued interest to date of delivery ; and
WHEREAS, this Court, upon advice and consideration, finds that the said bid of M. E. ALLISON
& CO., INC., for the purchase of said bonds at a price of par and accrued interest to date of
delivery was the highest and best bid received by this Court in respect of the purchase of
said bonds; therefore
BE IT ORDERED BY THE COMN,ISSIONERS' COURT OF KERR COUNTY, TEXAS:
SECTION l: That the bid of M. E. ALLISON & CO., INC., San Antonio, Texas, for the
purchase of the following described bonds of Kerr County Common School District No. 2 (Ingram)
at a price of par and accrued interest to date of delivery, shall be, and the same is hereby
accepted, said bonds being more fully described as follows, to-wit:
$30,000 "KERR COUNTY COMMON SCHOOL DISTRICT N0. 2
(INGRAM) SCHOOL BUILDING BONDS, SERIES 1963", dated June 1, 1963, numbered consecutively from
1 to 53, both inclusive, in denominations of $10, $770 and $1,000, due and payable serially
on June 1 in each of the years as follows: $10 1964 ti rough 1986, $5,770 1987, and $6,000
1988 through 1991; all of said bonds bearing interest at the rate of 4.40% per annum, such
interest being payable on December 1, 1963, and semi-annually thereafter on June 1 and December
