Chapters, which functions serve a useful purpose to the youth of Kerr County, 3t is ordered on motion by Commissioner Schwethelm, seconded by Commissioner Stone and unanimously eP proved by the Court that the Kerr County Junior Horse Club, s non profit organization,~3 granted authority to use that po ^_on of the Agricultural ~ , Duilding Grounds hereinafter set forth and upon the terms and conditions hereinafter stipulate , I such use to be in furtherance of 4-H Club and FFA Activities and for amusement and recreations i purposes but not for private profit. 1. The area embraced by this agreement is that portion of the Agricultural Exhibition Building Grounds lying between Highway 27 and the old San Antonio Highway and bounded on the South by a line 100 feat North of the barbecue pit and parallel to the Agricultural Building and bounded on the North by the old gravel pit. The Club may have access to and connect with ~ i the existing water system on the premises, but Kerr County will not furnish any other utilitie or access to any other facilities on the adjacent premises. 2. The Club shall have the right to control access to the area hereinabove described during times of actual use and shall exercise such other necessary controls of access as may be necessary to protect any installations and improvements made on the premises by the Glub. 3. Kerr County reserves the right to terminate the authority of usage herein granted by order of its Commissioners Court at any time with or without specific cause and the Commis- sioners Court shall in no way incur any liability for the exercise of its discretion in this matter. Upon an order of termination, the Club shell have 60 days to remove any and all ments made on the premises and restore the premises to their original condition. 4. The Club may at its option surrender the premises to Kerr County and may remove any improvements made thereon. ~ 5. The right of removal of improvements herein granted in Sections 3 and !},hereof 18 conditioned upon the restoration of the premises to their original condition by the Club. 6. In recognizing the Kerr County Junior Horse Club as a non-profit organization, Kerr County does not deny the Club the right to collect at its discretion reasonable admission fees from spectators of or participants in events conducted in the area concerned, provided that such admission fees shell be only for the purpose of defraying costs of equipment, improvements and other costs incidental to the conduct of equestrian events or in the furtherance of the programs of the 4-H Clubs and of the Future Farmers of America. 7. The Club may be required at any time to give an accounting to Kerr County of any and all admission or other fees collected and the manner in which they have been expended. 8. The entrance of the Club onto the premises shall constitute an acceptance and ratio tion by its directors, members and~or other governing authorities of the provisions and terms set forth in this order. 9. Bids to be received until 4:00 o~clock A. M. November 5, 1961}, at which time all bids will be publicly opened and read, Kerr County reserves the right to reject any and atl bids.
