during the fiscal year January 1st, 1965 to December 31, 1965, the same to be at a public
hearing to be held August 28, 1964 at 9:00 o'clock A.T1, in the Kerr County Commissioners' Court
Room of the Ccurthouse in Kerrville, Texas.

Gn this the 10th day of August, 196!} cane on to be heard and considered by the Court the
locking of a ,ate across the Ashton Road, a rubric roadway in Precinct Pdo. 4 of Kerr County,
and it a-~pearing to the Court that the said Ashton Road has been continuousl~~ maintained and
kept in repair as a rubric roadway by various County Commissioners of Precinct No. 4 of Kerr
County for many years and that such fact is further verified by an affidavit executed by former
County Co~^missionar Lee Goff as is of record in Vol. 104, Page 5b1, Kerr County Deed Records,
iahich affidavit is hereby incorporated by refercnca into the terms of this order and made a
part hereof for al 1 rur~poses, and it arpearing to the Court that the erection of a locked gate
across st:ch public roadway is contrary to and in violation of the laws of this State and
further contravenes the cYaty of the CorrsissioneT°s Court to Ic.ee, all established public rcadways
uncbstructed for use by the rubric, it is therefore ordered. on mction by Commissioner Stone,
seconded b~* Commissioner i3artel and unanimously approved. by the Court fret George E, Ross,
a resident, of Kerr County, Texas, be ordered to remove all locks and connecting chains from
such gates as he may have erected. or may hereafter orect across the said Ashton Road, but that
he be reT~'!itted to retain all necessary and properly constructed gates across said roadway
but to leave them so latched that the public ma;,* readily open, Hass through an'? reclose the
same and it is further ordered that the Clerk of this Court shall prepare a certified copy of
this order and attach thereto a certified copy of that certain affidavit recorded in Vol. 101},
