II'. .MISSION: Civil Defense is an emergency function of government requiring a plan and organi- zation to effect survival capability. The objective is to safeguard life and property under all possible emergency conditions; control resources; provide emergency shelter, food, and health services for citizens of the community; re- ceive and care for evacuees from emergency conditions in other areas, and to continue the control of Local government. III. ASSUMPTIONS --specific things ghat might. happen 1. In case of an enemy attack on installations in the San Antonio area, Kerr County and adjacent axeas might be hit by nuclear weapons either as a result of deliberate attack or by accident or error, 2. The entire county could possibly receive and be blanketed by heavy radio- active fallout from missies detonated around San Antonio, the Austin area, or in fact any place throughout Texas. 3. In case of a continued attack., Kerr County might be completely isolated for some time and with no additional supplies of food, fuel or other necessities. 4. If San Antonio was attacked or bombed, Kerrville might receive thousands of evacuees. 5. This community might he required to care for evacuees from other areas of local disaster. 6. A serious flood, tornado, expY.osion or other catstrophe might disrupt the entire community with danger to lives and damage to property. IV. GENERAL ACTIONS -- to be taken in an emergency: 1. Receive and disseminate adequate warnings. 2. Issue an appropriate proclamation. 3. Mobilize civil defense forces and activate an Emergency Operations Center. 4. Activate the Emergency Hospital as may be required. 5. Maintain law and order, prevent panic, and protect life and property. 6. Control and maaage resources. 7. Receive and care for evacuees. 8. Determine radiological hazards and warn community, 9. Continue the local government V. WARNING OF NATIONAL EMERGENCY; 1. International situations will probably vary through periods of extreme national tension and Federal and State agencies will relay sufficient information to support local actions. Highly efficient detection and warning systems now in operation leave little likelihood of a complete surprise attack. However, this is no guarantee, therefore a minimum warning time of two to six hours should be planned. Under the assumption that a blast wave from a bomb will travel about one mile in five seconds, flying debris and heat will accompany the blast. After the blast and heat, radioactive fallout will descend in about thirty to sixty minutes depending upon the direction and velocity of the wind. However the radioactive fallout will occur in areas far distant from the blast, The necessity of a pre- pared fallout shelter plan and available shelter is obvious. 2. In the event of a surprise attack, the Texas Department of Public Safety is charged with the responsibility of conveying the information to each commmunity. Such a warning will be transmitted immediately by that agency to the Kerrville Chief of Police; to KERV Radio Station and to the Director of Civil Defense. The Chief of Police and KERV Radio Station are responsible for warning the general public. 3. A continuous steady alarm of five minutes on the Kerrville fire sirens will indicate an EMERGENCY ALARM WARNING. All persons should immediately tune in Radio Station KERV, 1230 on the dial, and listen for instructions, In the event of a civil disaster, information will be disseminated by the KERV Radio Station. -1- -... .. .. VI VII VIII. ACTIVATION OF 'PLAN: 1. Operational activation of this plan and the assumption of duties by the officera.deaignated herein will become effective only after a formal proclamation by the County Judge and/or the City Manager with 'the anaauncement of an existing. emergency... 2. The Civil Defense Director will activate the Emergency Operatigna Center and operate it on a 24-hour basis. 3. Immediately after the announced emergency alL civil defense officers. and as- sistants will proceed to the Emergency Operations Center. $MBRGENCY OPERATIONS CENTER: In the event of a National Emergency and the activation of this plan, 8 central Emergency Operations Center will be established in the basement of the County Courthouse building. This is the only available shelter that will afford pro- tection from radioactive fallout, ORGANIZATION AND RESPONSIBILITIES: An organization chart showing the chain of command from the County Governing or- ganization down to the local operating units is attached. Rgnctions and res- ponsibilities are outlined below. .Detailed responsibilities and operation procedures are more fully stated in an ANNEX for each servicg. 1. DIRECTOR AND ASSISTANT DIRECTOR: (See Annex 1). Functioning under the direction of the Kerr County Civi,1 Defense and dis- aster Relief Coauaittee, the Director is responsible fot the preparation of a Civil Defense and Disaster Relief Plan and,when requ~~ed, to activate an organization to implement the plan. He is responsible #or the coordination of functions, responsibilities, aparatiorul.,,procadure,.and-all .other .matters between the various services of the organization. The Kerrville City Manager is designated as Assistant Director and will act as a first assistant and, in the absence of the Director, he will assume all duties and functions. 2. ADMINISTRATIVE SERVICE: (see Annex 2). The Kerrville City Clerk is designated Director of the Administrative Service. This office will be responsible for all correspondence and reports, personnel and personnel records, fiscal matters and all other administrative functions relating to civil defense activities. 3. .PUBLIC WORKS, .ENGINEERING AND FIRE SERVICE: (see Annex 3) The Kerrville City Manager is designated Director and the City 'Engineer ie designated the Assistant Director of the Public Works, .Engineering and Fire Service. This service represents an extension and expansion of the regular functions of city government. In addition to the operation and maintenance of all utilities this service will be responsible for any required engineer- ing., the control and .operation of the Fire Department, the control of all emergency transportation, including ambulances,,damage assessment „collection of salvage and unclaimed property, clearance of debris and related civic duties. 4. POLICE SERVICE: (see Annex 4). The Kerrville Chief of Police, M. M. Calvert, ie designated the Director of Police Service. Police functions in Civil Defense are basically no different from those normally performed except that the problems are vastly increased under emergency conditions. This service is responaible,;for emergency control of public safety and the maintenance of law and order. These functions in- clude the control of traffic, protection of Life and property, prevention of looting and control of any indicated panic. The service is oleo responsible far all rescue operations. The Area. Radiological Officer is designated as an assistant undar the Director of Police and will coordinate and control all activities of the radiological activities. The County Sheriff, acting as an assistant, will cooperate in-all police activities outside of the City of Kerrville. 5. HEALTH AND, EMERGENCY MEDICAL SERVICE: (see Annex 5) Dr. Russell E, Guill is designated the Director of the Health and•Emergency Medical Service. In case of local disaster he will perform .the duties pres- cribed by current laws and regulations as may be modified or enlarged by the emergency. In a National Emergency this service is responsible for the or- ganization and operation of all medical facilities within the County; the ea tablishemant of the emergency hospital now do storage and others as may be required in schools, churches or public buildings. This service will also be responsible for communicable disease control, necessary immunization, laboratory service and all other medical activities. In cooperation with -2- local coroners, mortuary centers may be established as required. Radio- logical evaluations will be made from the. information. reported by the Radiological Officer. 6. -E[~RGENCX WELFARE SERVICE: (see Annex 6). Whitlock Zander is designated the Director of Emergency Welfare Service, In case of Local disaster the civilian welfare agencies will carry out their usual missions independent of any local control. In case of a National Emer- gency the Welfare Service will become the primary welfare agency and will be responsible for all welfare„ integrating the activities of the American Red Cross, the Salvation Army and other welfare organizations. In case of an enemy attack the functions of this service will be to meet human needs resulting from the emergency and will include registration of all refugees entering the area; emergency assignment for shelter and providing food on a mass care basis. This service will maintain an information. locator unit to assist in reuniting families and answering inquiries regarding the location of individuals. 7. .COMMODITY CONTROL SERVICES (see Annex 1). Jim W. Weatherby is designated Director of the Commodity Control Service. His- tory has demonstrated many times that in a disaster vital stocks of food, clothing, medicines, anal other essentials are lost by hoarding, looting, and other schemes. Therefore government. control is necessary. In case of an enemy attack, this service in cooperati.or~ with State and Federal Agencies will be responsible for the conservation and distribution of all consumer supplies at the county level; for the establishing of ration allowances, and for appointing ration boards. 8. .EMERGENCY COMMUNICATIONS SERVICE: (see Annex 8)0 Cedric R. Toler is designated Director of the Emergency Coausunications Service. The primary function of this division will be the control and operation of the Radio Amateurs Civil Emergency Service net for emergency communications to all areas; the integration of al.l local. communications, and the operation of a central message center at the Emergency Operations Center, 9. PUBLIC INFORMATION SERVICE° (see Annex 9) Glenn R. .Nelson is designated Director of the Public Information Service. Ade- quate distribution of information is essential to the success of any Civil Defense activity in order to keep the public informed and to obtain their sup- port. This service will act as a central information office for the Civil Defense organization and for the general public. It will be responsible for the collection and dissemination of all information and the central control point for the release of all information, general news, or instructions to the public by either press or radio. Prompt dissemination of information will be made to the general public, and timely announcements will be made that concern public interest, A public information office will be maintained from which individuals or news agencies may obtain information, check facts, or secure news releases, L. To incorporate changes and additions to the present EMERGENCY OPERATIONS PLAN as may be practicable and sure the approval of County Judge and City Mayor. 2. Prepare a new play as may be required. 3. Prepare and answer all correspondence from the State Office of Defense and Disaster Relief, and submit such reports as may be required. 4, Prepare and submit to State Office of Defense & Disaster Relief the required annual PROGRAM PAPER AND PROGRESS REPORT'.. 5, Insure proper storage and inspection. of Emergency Hospital equipment and medical supplies. 6. Arrange for training anal refresher training of personnel required in all phases of civil defense, shelter management, and household survival.. 7. Supervise all. phases of obtaining surplus property, maintain records of disposition of surplus property and make such inspections as required. 8. Maintain a library of all, government and state publications pertaining to civil defense and related subjects. 9. Training program and assign duties for Reserve Officers detailed to Civil Defense activities. L0. In a National Emergency responsible fur the organization and operation of the entire Civil Defense program. ANNEX 2 - ADMINISTRATIVE SERVICE DUTIES AND RESPONSIBILITIESe 1. Upon the activation of this plan, go immediately to the EMERGENCY OPERA- TIONS CENTER (EOC) and set up an administrative office. 2. Select and recruit personnel required for administrative activities. 3. Take necessary actions to obtain necessary office equipment, desks, file. cabinets, etc. 4. Set up records for all personnel actively engaged in the Civil Defense organization and maintain such records during the entire emergency. 5. Initiate fiscal records with details of all private property used by Civil Defense, records of obligations, and accounts for any allotted funds. 6. Prepare record of all reports required by higher authority, 7. Prepare all necessary correspondence and reports. S. Establish efficient filing system., ANNEX 3 -PUBLIC WORKS, ENGINEERING, AND FIRE SERVICE DUTIES AND RESPONSIB'ILIT'IES; 1. Continue maintenance of all public utilities. 2. Control and operation of the City Fire Department as well as the units at Ingram and Hunt. All fire fighting facilities of the county will be inte- grated and operated to minimize the effects of local disaster or enemy action. 3. Provide for protective measures against contamination of water supply or disruption of utility services, 4. Plan for a distribution of power load to critical areas or services if electrical power is reduced. 5. Establish transportation pool., control and operate all transportation re- quired by Civil Defense. This includes the control of the ambulance service. Commandeer such motor vehicles, tractors or other heavy equipment as may be required. 6. Provide for emergency restoration, construction, or repair as may be required for public buildings, roads, or utilities. 7. The Engineering Department will inspect all buildings for safety after an emergency explosion or demolition, Assist the Emergency Welfare Service in evaluating emergency housing facilities. Assist Emergency Health and Medical A-1 Service in evaluating potential. hospital buildings, Give special attention to roads, streets, and public buildings for clearance in case of bomb blast or other destruction. 8. Remove all debris from public property; collect all salvage and unclaimed property, 9. Maintain responsibility for disposal. of waste, garbage and sewage. Super vise all phases of sanitation control, with special. attention to emergency housing areas. 10. The Fire Department will. compile and maintain a currant inventory of fire fighting equipment within the county; a list of auxiliary firemen that may be called in an emergency, This department will conduct such training as may be necessary to insure that all auxiliary firemen are proficient in their duties and in the operation of fire fighting equipment- 11. In preparation for an emergency this Service should maintain a list of all ambulances in the area and vehicles that could be used as an ambulance in an emergency. Maintain a list of volunteer ambulance drivers that could be called when needed. A list should be maintained of available trucks used by commercial lines, -ivestock haulers, gasoline transports, available buses, and lists of all. available heavy equipment. ANNEX 4 - POLICE SERVICE DUTIES AND RESPONSIBILITIESe 1. In case of Local. civil disaster, the City Police will undoubtedly be one of the first to obtain such information. The Police Service will therefore imme- diately notify the City Manager, the Peterson Memorial Hospital, Dr. Russell E. Guill (Director of the Health and Emergency Medical Service), the local ambulance service., and any other units that might be concerned. 2. In a local emergency immediate action will be taken to set up necessary traffic control posts, road blocks, and designate restricted areas as may be necessary for public safety. Additional security or fire guards will be detailed as required. 3, This Service will maiot.ain a current liar of volunteers for emergency police service, fire guards, wardens, or other security personnel. Necessary action will be taken to insure that they are familiar with the duties required if called into emergency service.. 4, In a NATIONAL EMERGENCY the police functions are basically no different from normal operations except the problems vastly increase under emergency conditions. Some of the additional responsibilities will be as indicated: a. The County Sheriff has been. designated as an acting assistant in case of a National Emergency, Coordination of activities with this office should therefore be one of the early actions to be taken. b. Control and direct all. civilian transportation into or out of the area through adequate traffic control. points, In order to control and register all refugees coming into Kerrville from San Antonio, an efficient control point can be established at the County Livestock building area on the San Antonio Highway Likewise another at the State Park on the Bandera Road, The Emergency Welfare Service is responsible for operating personnel, information to be recorded, and assignment of refugees to housing areas from these check points; however, the Police Service should check each vehicle for firearms c. Take necessary action to prevent looting, sabotage, and similar acts of violence.. d, Confiscate al.l firearms or other deadly weapons carried by civilians entering the City, e, Locate and mark any unexploded bombs and effect adequate safety measures. The location of any unexploded bombs or other missies will be reported to EOC (Emergency Operations Center). f. Coordinate the local police radio with the RACES net and with the State Highway Department communications system, maintain a continuous communi- cations system.. g, The Police Service is authorized to render mutual aid to adjacent areas when requested through authorized channels provided personnel and equip- ment are available. 5. The Area Radiological Officer is designated as Assistant to the Director, Police Service. The duties and responsibilities of this office are outlined in Annex 4 A. A-2 ANNEX 4 A - RADIOLOGICAL SERVICE DUTIES AND RESPONSIBILITIES: 1. The storage, safe-keeping, and issue as required of all radiological instruments. 2> Arrange for maintenance and calibration of monitoring instruments and battery replacements as required. 3, Develop reporting procedures for monitors and reporting to higher levels of government. 4. Insure that the next higher government organization receives a report of radio- active fallout every 1.2 hours during the first 48 hours after the first detection of radioactivity, and as required thereafter Insure that the Director of Health and Medical Service is kept fully informed as to all fallout monitoring reports. 5. Establish a network. of fallout anal monitoring and reporting stations, 6, Establish a radef analysis and evaluation section and coordinate all actions and reports with elements of the EOG. 7. ANNE,x. 5 HEALTH AND EMERGENCY MEDICAL SERVICE DUTIES AND RESPONSIBILITIES:. NORMAL PEACE-TIME 1. Organize the program of emergency medical services within the community for adequate operations in case of a Local disaster, 2> Survey existing medical. personnel. (physicians, surgeons, veterinarians, pharmacists, dentists, nurses, laboratory technicians, etc.) for possible as- signments to duty when required, 3< Survey available medical supplies and medical equipment and have available the sources of additional. supplies or equipment when required. 4. Survey existing hospitals and additional potential hospital facilities within the area on the basis of maximum bed capacities. 5. Be prepared in case of local. disaster to expand existing hospitals and other medical facilities to meet existing needs. 6. Be prepared in time of local disaster to establish, staff, and operate other emergency hospitals in schools, churches, and other available facilities as required, 7. In a NATIONAL EMERGENCY the Medical responsibility will include these additional functions: a. Supervision and operation of the EMERGENCY HOSPITAL if required. b, Direct control and supervision of all. hospitals, nursing homes and related facilities within the county. c, Control of communicable disease prevention, necessary immunization, and isolation of patients. d. Operation of medical service laboratories and bacteriology decontami- nation. e, Supervise and coordinate all radiological defense and radiological decontamination, f, Cooperate with coroners in establishing and operating mortuary centers as may be required, ANNEX 6 - EMERGENCY WELFARE SERVICE DUTIES AND RESPONSIBILITIES.. NORMAL PEAG'E-TIME 1. Inventory and maintain a list of all housing facilities, camps, etc. in the area with the approximate capacity of each,. Also, a list of potential housing facilities and approximate capacity of each, 2. Inventory and maintain a List of all food service facilities in the area and the approximate number that can be accommodated, Also, a list of potential facilities that could be converted to feeding activities and the approximate capacity of each., 3. Maintain a list of the names and addresses of all known trained nurses that in an emergency could be called into service. 4, In a NATIONAL EMERGENCY this service will be responsible for the following functionse a. In a National Emergency all welfare actLvities are required to function under the control and supervision of this service, Therefore an immediate A-3 necessity will be to coordinate all activities with the American Red Cross, Salvation Army, and other welfare organizations. b, The registration of all refugees entering the area and assigning each to a designated camp or housing facility, This can be most efficiently done in cooperation with the Police Service at the traffic control pointso c, Organize and operate mass feeding kitchens as may be required. The cafeteria at Tivy High School., other schools and churches might afford facilities and the City Auditorium is equipped for mass feeding. d. Organize and maintain a personnel information locator unit to assist in reuniting families, answering inquiries, or locating missing persons, e, Select and recruit personnel to be assigned to the various jobs re- quired for the Welfare Service, ANNEX 7 - COMMODITY CONTROL SERVICE DUTIES AND RESPONSIBILITIES° 1, Responsible fox the conservation and sales distribution of all consumer supplies to all elements of the population, 2, Immediately stop the sale of all consumer supply items, ~ 3, Require immediate inventories from all commercial organizations for the amount of goods on hand, ' 4, Establish allowances for all items, Food allowance should not exceed 2000 calories per person. per day and this only in an emergencyo ` 5. PURPOSE III The purpose of this plan is to pmvide for emergency operations in Kerr County, the City of Kerrville and the unincorporated cities within the County proper. In pursuit of this purpose existing forms of local government will be utilized in cooperation with the State and Federal governments. The governments of the City of Kerrville and Kerr County are responsible to their respective citizens for saving lives, minimizing damage, alleviating suffering, and helping to restore and rehabilitate property and society in the event of natural disaster, or national emergency, including nuclear attack or threat thereof. SITUATION AND A. SITUATION Kerr County is located in the Hill Country of south central Texas, 28 road miles northwest of Bexar County and 105 road miles from the City of Austin. The county contains 1101 square miles and has an estimated 1975 population of 25,880 people with 17,500 of these within the City of Kerrville. These figures represent more than a 408 growth since the 1960 census and current growth, consisting of younger employed families and retired residents, is increasing at the rate of 40 to 50 new households each month. The 250,000 annual tourists are attracted to Rerr County by the healthful climate, good hunting, annual state arts and crafts fair and many other planned activities as well as the numerous creeks and streams, the Guadalupe River and the 23 summer camps located along them. The county contains one incorporated city and six unincorporated towns. The incorporated city is Kerrville (population 17,500), the unincorporated communities are Camp Verde, Center Foint, Hunt, Ingram, n and Mounta' Home. The unincorporated communities; contain fewer than i In addition to being the county seat, the City of Kerrville is the home of the Schreiner Junior College which u::ually carries a student-faculty ~.~- population of ~ consists of seven elementary, one junior high and two high schools with ~-~---~'"" one of the high schools being located with Schreiner Junior College. It is also the home of the Veteran's Administration General Medical Service Hospital, the Sid Peterson Hospital (111 beds) and the Kerrville State Hospital. -2- The nearest military installations are located in the San Antonio area, 30 miles southeast of the Kerz County line. Another military installaticn is Goodfellow Air Force Base, located in San Angelo 90 miles northwest. Kerr County is serviced by Interstate Highway 10, U.S. Highway 83, State High- ways 16, 27, 39, 41, 98, 100 and 173, and Ranch Roads 187, 394, 397, 479, 480, 689, 783, 1273, 1338, 1340, 1341 and 2771. There are no railroads in the county. The main office of the Kerrville Bus Company is located in the City of Kerrville. Petroleum pipelines run from Kerrville northeast to the county line and from Kerr- ville southeast to Center Point then east and south to those respective county lines. Headwater for the Guadalupe River is provided by the north and south forks of the Guadalupe and numerous other streams and creeks. The river begins in the western portion of the county and flows east through the cities of Ingram, Kerrville, Legion, Center Point and on to the east across the county line. The servicing radio stations are KERV 1230 Rhz AM and KPFM 94.3 Mhz FM. The Hill Country Cablevision (TV Cable) does not have cable interruption service at this time. it displays weather on Channel 2. Kerr County has an elected Judge, Precinct Commissioners and Sheriff form of govern- ment. The City of Kerrville has an elected council and appointed manager form of government. Council members elect one member as mayor by majority wte. LOX The Scott-Schreiner City-County Airport, and the Mooney Aircraft Manufacturing Plant operated by the Republic Steel Company are both located approximately 5 miles east of Kerrville on State Highway 27. The Mooney Aircraft Plant is the largest single industry in Kerrville. There are no regularly scheduled air flights out of Kerrville from the Scott-Schreiner Airport. -4- B. ASSOMPTIONS 1. Due to its geographical location, topography and transportation facilities, Ken County and the City of Kerrville are subject to disasters such as: a. Flood b. Tornado c. Fire and explosion d. Civil disturbance e. Gasoline storage explosion or fire f. Aircraft crash g. Truck accident involving explosives or chemicals h. Natural gas leakage i. Pipeline explosion or eruption j. Water contamination k. Radioactive materials 1. Butane-propane leak or explosion m, ice storm n. Range fire o. Mass casualty accident p. Epidemic or mass sickness 2. Kerr County and its indigent communities would probably receive radioactive fallout from nuclear attacks against military complexes at San Antonio and San Angelo. 3. The County and its cities could receive large numbers of refugees from San Antonio in the event of a major disaster in that city. This then requires Crisis Relocation Planning (CRP) to provide for hosting this large influx of population into Kerr County. CRP is mentioned because it is another type of contingency planning to disperse large population centers for extended periods of time while still maintaining vital and essential national industrial out- put. Provisions are made herein for an Annex E to cover CRP as it applies to Kerr County and the cities within. IV. GENERAL A. CONCEPT The County Judge and Mayor as chief executives are responsible for directing all emergency measures within their respective jurisdictions. Existing agencies of governments in Kerr County and Kerrville will perform emergency activities related to those they perform in normal operations. The basic function of county/city officials is to coordinate these for utmost efficiency and effec- tiveness and to assure that any skills not normally available in existing county/ city governments are obtained from other community sources. B. EN.IItGENCY OPERATIONS CENTER (FAC) The County Judge/Mayor assisted by City Council Members/County Commissioners, City Manager, Civil Defense Coordinator, heads of departments, agencies and services, will exercise direction and control from the city/county Emergency Operations Center. The city/county EOC is located in the Kerrville City Hall. The alternate location for the city/county EOC is the Kerrville Fire Station, 1012 Water Street. -5- The County Judge/Mayor, City Manager, and Civil Preparedness Coordinator have the authority to activate the EOC as they deem necessary to properly face actual or threatening emergencies. Those who have emergency assignments in the EOC will proceed to the Emergency Operations Center when notified. The Civil Preparedness Coordinator will prepare and keep current Standing Operating Procedures (SDP's) on EOC Operations and EOC staff rosters. C. ORGANIZATION FOR EMERGENCIES (See Attachment 2) V. ASSIGNMENT OF RESPONSIBILITIES AND TASIGS A. EXECUTIVE GROUP 1. Mayor/County Judge/City Council .Members/County Commissioners Direct respective county/city departments and volunteers in all types of planning and emergency actions. Inform citizens of the situation and actions required. Make emergency policy decisions governing the direction of disaster operations within their respective jurisdictions. Request aid from State and Federal governments, including military support if required. 2. City Manager Serve as next in line of succession after Mayor/Mayor Pro Tem/County Judge/Commissioners or as an alternate on different shifts. Coordinate emergency actions for the chief executives. 3. Civil Preparedness Coordinator (Staff Advisor) a. Assist respective chief executives in all programs and phases for the disaster preparedness effort. b. Prepare, review and revise, as necessary, the emergency operations plan, coordinate with and assist other departments in the develop- ment of SOP's to the emergency plan. Prepare oz insure preparation of SDP's, charts and rosters as follows: (1) Emergency Public Information (2) Emergency Operations Center Operations (3) Resource Management (4) Reports (5) Organizational Charts (6) EOC Staffing Roster c. Coordinate with other community agencies' emergency plans, i.e., schools, Red Cross, Salvation Army, industry, private utility companies and civic groups. d. Coordinate emergency planning action for the Mayor/County Judge including EOC operations. e. Arrange for civil preparedness training classes to meet the needs of the county/city departments and the general public. -6- f. Maintain liaison with the State and Federal Civil Preparedness Agencies. q. Maintain current EOC staffing, organization and assignments as shown in the EOC SOP. B. DEPARTMENT AND AGENCY FUNCTIONS FUNCTION RESPONSIBLE DEPARTMENT/AGENCY 1. Law and Order Kerrville Chief of Police/ Communications County Sheriff Warning Rescue Be responsible for police services within the county and city including law enforcement, traffic control and the protection of lives and property. Perform .intelligence and damage assessment assignments. Insure police and deputy sheriff personnel aze trained and equipment is available for radiological monitoring. Dispatch ambulances and wreckers. Activate and dispatch Amateur Radio, CB Units and other equipment as dictated by the disaster situation. Be responsible for the communications center which will provide voice link between the EOC, city services, general public, operation teams or agencies, other cities, counties, districts, State and Federal agencies. Prepare a communications plan as Anni•x B to this plan. Be responsible for recieving all types of warning (nuclear attack, weather, or other), and for disseminating warning messages throughout respective jurisdictions as required. Prepare n warning plan as Annex A to this plan. Be responsible for rescue operations throughout the city of Kerrville and Rerr County proper under the direction of the city/county EOC. 2. Fire Protection Rerr County, City of Rerrville,~ Radiological Defense Center Point, Hunt, Ingram, Fire Chief Mountain Home & Y.O. Ranch Be responsible for the use of the fire department personnel, volunteers and equipment to control all types of fires and prepare SOP's on fire and operations. This will normally be done in Xerrville by the Kerrville Fire Department and in the county by fire departments at Ingram, Mountain Home, Center Point, Hunt and tl,c Y.O. Ranch 14 miles west of Mountain Home on Highway 41. Fire departments will be used primarily in their respective azeas. However, circumstances at the tivrte may dictate otherwise so fire departments should expect to be used county-wide. Be responsible for radiological services, to include a capability for plotting fallout forecasts, evaluation of the situation and giving advice to the chief executives regarding command decisions on maximum dosage and movement during radioactive fallout conditions. The radiolo- gical defense officer will plan, train, coordin:~te and supervise all _~_ radiological defense services within the city/county, select Assistant RDO, Radiological Monitoring-Instructors and Radiological Monitors, coordinate arrangements for each department or agency to monitor its own personnel and facilities. Prepare SOP on Radiological Defense, and a RADEF plan as Annex D to this plan. 3. Engineering Kerrville Director Public Works (condemnation of County Commissioners/Precinct Foreman structures) Be responsible for condemning and marking unsafe structures, such as buildings, towers, bridges, streets, etc. 4. Public Works County Co®issioners/Precinct Foreman Director of Public Works, Kerrville Be responsible for maintaining streets, county roads, bridges, and debris removal. Assist in decontaminating streets, roads and adjacent grounds. Maintain and restore storm drains. Handle all barricading of disaster areas; set up and remove same. 5. Public Otilities Precinct Foreman/County Commissioners Kerrville Director of Public Works a. Prepare for and guard against water contamination. b. Maintain and restore water, sewer and garbage services. c. The expected restoration of water, sewer and garbage services is reflected below in order of priority. However, it is understood that the disaster situation may dictate a re-arrangement of priorities. (1) Sid Peterson Hospital, VA General Medical Service Hospital and Kerrville State Hospital (2) Hilltop Village and New Horizon Nursing Homes, Colonial (3) Emergency Operations Center (4) Schools ' (5) Public and private shelters (6) Service stations, drug stores and grocery stores, restaurants (7) Remainder of the population 6. Private Otilities a. Private utility companies are responsible to their respective communities for the maintenance and restoration of utility service by the most efficient means available. They should coordinate their plans with communities they serve to assure that their plans intermesh with one another for utmost efficiency. Each company should provide a radio equipped representative in the city/county EOC so that emergency information can be exchanged with their dispatch company manager. Health and Medical Kerrville/Kerr. County Health Be responsible for the protection of the population through emergency health and sanitation measures and for medical support to any affected area. 8. Welfare Kerr County/City of Kerrville Welfare Be responsible for emergency clothing, housing, feeding, registration and family rehabilitation services, utilizing the facilities and personnel of the State Department of Public Welfare, American Red Cross, Salvation Army, and other welfare agencies in accordance with advance arrangements with them. Issue permits for temporary housing (supplies will be needed in advance) . -g- 9. Personnel and Finance 10 11 Kerr County - Commissioners Court Kerrville - Finance Director Be responsible foz manpower support, including temporary transfer of city/county employees to disaster duty. Be responsible for hiring additional staff or recruitment of volunteers in emergencies if requested by a particular city/county department or agency. issue identification to city/county employees, residents or other individ- uals to permit reaching disaster assignments or homes (supplies will be needed in advance). Make or authorize emergency purchases for city/county governments. Provide names of alternates who can serve in this capacity to the civil preparedness coordinator. Endeavor to keep a current list of individuals who specialize in certain knowledge of various types of chemical, conditions of safety, etc. (Include SOP) Endeavor to keep a current list of key contact persons to include telephone numbers, addresses, etc. (Include SOP) Strive to see that a continuity of emergency relief under personnel and finance is available. Prepare an SOP covering the functions and assure that alternate personnel and finance EOC assignees as well as the appropriate civil preparedness coordinator has a copy of the same. Damage Assessment County Commissioners Kerrville Director ~f Public Works Be responsible for gathering damage assessment information from department chiefs and other sources so that the executive groups and all departments and agencies can make their decision from information received. Revise property to show results of a disaster. Transportation Kerr County Superintendent of Schools Be responsible for coordinating local transportation resources in emergencies appointing assistants from transport industries as needed; for assisting police, fire and sheriffs department in planning and executing movement of vehicular and pedestrian traffic in emergencies, including movement to shelter; for operating airport facility in accordance with SARDA and CAP agreements; for assisting in aerial monitoring and aerial observation. 12. Emergency Public Information County Judge/Mayor Be responsible for preparing plans for emergency public information, in coordination with local news media; appointing assistants -10- from various media as needed; preparing daily status reports in format supplied by civil preparedness coordinator; securing photographic docwnentation of disaster damages and activities. 13. Shelter Red Cross Disaster Relief Chairman Be responsible for providing updating information to State concerning Community Shelter Plan as necessary; planning for and directing shelter occupancy, including preparation of shelters for natural or nuclear disasters, prepositioning SOP's for operation, and selection and training of shelter staffs; coordinating with Welfare Officer, building owners, churches, Red Cross, and other civic agencies on use of their personnel and/or facilities among shelters and between shelters and the EOC. In ~nergencies, directing filling of shelters, overloading if required, when feasible, movement between shelters, evacuation of persons from endangered shelters, and final closure of shelters when possible. Be responsible for the preparation of a shelter plan and Annex C to this plan covering both nuclear and natural disasters. 14. Legal Attorney, City of Kerrville Attorney, Rerr County Be responsible for legal aid and guidance for city/county officials governing emergency situations. 15. Other Departsaents Other county/city departments or agencies not assigned a disaster mission under this plan will make their personnel and facilities available to perform emergency duties or support other departments as directed by the appropriate chief executive or his designated representative. VI. ACTIONS UNDER VARIOUS CONDITIONS A. INCREASED READINESS 1. Assemble and brief county/city officials. 2. Arrange for updating and distribution of CPS/CRP or shelter information. 3. Review plans, personnel rosters, shelter status, training requirements and status of equipment. Top off gas tanks in auxiliary units and operational units and operational vehicles. Check spares and prepare to fix flat tires. Update rosters and plans as necessary. 4. Prepare EOC for occupancy; on skeleton basis or completely at the judgement of the chief executives or their alternates. 5. Review or draft material to be released to the public over KERV AM 1230 Khz, or KPFM FM'94.3 Mhz radio stations. For example: EBS announcements or other survival instructions. -11- 6. Begin any training classes necessary to fill. the vacancies or serve as refresher for CP staff on a crash basis, if required. 7. Prepare standby plans for extended communications such as extra telephones or radios. B. WARNING OF NATURAL DISASTERS 1. Insofar as time and conditions permit, complete all actions under "Increased Readiness" above. 2. According to nature of threatened disasters, begin tornado watch, notify police or fire auxiliaries, appropriate department heads, and utility representatives. 3. Each designated staff person will immediately either proceed to his place of duty or standby for subsequent alert call. Travel and vacation plans will be cuztailed and he will keep his home or office informed of his whereabouts at all times. Family survival plans will be tested and rehearsed and preparations will be made for possible relocation. 4. Alert and brief city/county officials and key local firms, schools, college and hospitals. 5. Warn public according to plans. (Broadcast weather warnings, sound sirens for a sighted tornado or other threatening disasters. Release planned information over I~RV/10?FM. ) 6. In the event the EOC is to be manned, the emergency calldown system will be initiated by the city manager as follows: a. The city manager will see that all EOC staff personnel are notified to report to the EOC. b. Each division director will notify his personnel and advise them to pick up disaster emergency passes and display them on their person at all times. C. WARNING OF NUCLEAR ATTACK 1. Alert local officials and other CP staff. " 2. Complete appropriate actions under "Increased Readiness" above insofar as possible. 3. Activate and staff EOC and preposition shelter management staffs as appropriate. 4. If attack is imminent, sound sirens and warn population, order move- ment to shelter and prepare for radiological monitoring. 5. Begin Emergency Broadcast System (EBS) to public. \~ i -12- D. POST-DISASTER (NATURAL AS WELL AS NUCLEAR DISASTER) 1. In nuclear disaster, conduct radiological monitoring, warn public of fallout conditions, and determine maximum allowable dose for city/ county forces in emergency operations. 2. Check or re-establish communications and EBS messages. 3. Maintain law and order. 4. Maintain contact with shelters, insure orderly operations, and provide medical Gaze, food, clothing, waste disposal, etc., to the extent possible; determine when departure from shelter is possible. 5. As soon as conditions permit, determine extent of damage to utilities, streets, and buildings. 6. Carry out emergency plans as set forth in Basic Plan, SOP's and Annexes. 7. Establish controls on critical resources and direct their distribution. 8. Request outside aid if needed, or furnish support elsewhere. 9. Furnish status reports to Department of Public Safety State Disaster District 6B. VII. SUPPORT Requests for State or Federal disaster relief assistance, including use of Texas National Guazd or other military force, will be made to DPS State Disaster District Number 6B located in Austin, Texas, telephone 512-452-0331, extension 295, radio call. through DPS Radio Kerrville KCS 508 to DPS Radio Austin KKD 303 or KEV 491. VIII. RESOURCES MANAGEMENT Freezing, rationing or other resource controls may be imposed by direction of the mayor/county judge/councilmen/commissioners as necessary under emergency conditions and the situation. All resources within the limits of Kerr County and Kerrville, both public and private, will be used when deemed necessary by appropriate government officials, and upon orders from the mayor/county judge/ councilmen commissioners during emergency only. IX. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF RERRVILLE, .TEXAS: Section 1. in case of national emergency, Public Shelter Managers duly appointed by the Civil Defense Director, shall open public shelters, take charge of all stocks of food, water, and other supplies stored in said shelter, admit the public according to the city's shelter use plan and take whatever control measures aze necessary for the protection and safety of the occupants. Section 2. Shelter Managers are authorized to use reasonable restraint against those who refuse to cooperate with the routine of shelter living under emergency conditions. Refusal to carry out the orders of the Shelter Manager and his appointed staff shall be deemed a misdemeanor punishable by a fine of not more than Two Hundred Dollazs ($200.00). Section 3. The fact that there is presently no authorization of power for Shelter Managers during a national emergency in the City of Kerrville, and the fact that such regulations are needed for the protection of the safety and welfare of the citizens of the City of Kerrville during a national emergency, creates an emergency and an imperative public necessity of the immediate preservation of the public welfare and safety which requires suspension of the rule requiring ordinances to be read on three separate days before the final passage thereof, and such rules are hereby suspended and this ordinance shall be effective from and after its final passage, and it is so ordained.
