~_~~ COURT CONVENED IN SPECIAL SESSION June 18, 1968 at 9:10 o'clock A.M., with the following officers present: Julius R. Neunhoffer County Judge W. C. Schwethelm Commissioner Precinct 1 Adolph Bartel Commissioner Precinct 3 and the Court having duly opened, the following proceedings were had: N0. 10728 ORDER REQUESTING TEXAS HIGHWAY DEPARTMENT TO CONSTRUCT A ROADWAY CONNECTING THE KERRVILLE STATE HOSPITAL WITH STATE HIGHWAY 27 iN THE CITY OF KERRVILLE On this the 18th day of June, 1968, came on to be heard and considered by the Court the matter of requesting the Texas Highway Department to construct a roadway to connect the Kerrville State Hospital and Spur 98 with State Highway 27 in Kerrville; And it appearing to the Court that such a roadway has become a public necessity due to the inability of the present State Highway 16 bridge crossing the Guadalupe River to adequately carry its increasing normal traffic load plus the additional traffic load present- ly channeled on to it from the Kerrville State Hospital via Spur 98, the only present access route to the said State Hospital; It is ordered on motion by Commissioner Schwethelm, seconded by Commissioner Bartel and unanimously approved by the Court, that the Commissioners Court of Kerr County hereby requests the Texas Highway Department to construct a State maintained roadway commencing at the Kerrville State Hospital and State Spur 98 and running north across the Guadalupe River approximately one-half mile via Lemos Street in the City of Kerrville to connect with State Highway 27 and that such construction shall include a low water bridge crossing the Guadalupe River; And it is further ordered that Kerr County agrees to furnish in conjunction with the City of Kerrville, all necessary right-of-way required for this project, the said right- of-way to be furnished the State of Texas at no coat to the State; And it is further ordered that the Clerk of the Court shall furnish necessary certified copies of this order to be transmitted to the various agencies concerned. o-o-o-o-o-o-o-o-o-o COURT ADJOURNED June 18, 1968 at 9:15 o'clock A.M. o-o-o-o-o-o-o-o-o-o COURT CONVENED IN SPECIAL SESSIODt June 28, 1968 at 10:30 o'clock A. LOCHTE AS ASSISTANT COUNTY ATTORNEY THE STATE OF 'TEXAS ~ COUNTY OF KERB ~ ON THIS, the 28th day of June, A.D. 1968, came on for consideration by the Commis- sioners Court of Kerr County, Texas, the matter of consenting to the appointment of an Assistant County Attorney to serve without expense to the County, at the special instance and request of and for a period of time beginning Tuesday July 2, 1968 and running through Saturday July 6, 1968; and it appearing that a need exists for an Assistant County Attorney; and it appearing that the County Attorney, Edgar A. Wallace, has recommended the appoint- ment of Darrell G. Lochte to the office of Assistant County Attorney; and it appearing ~?p TD that the said Darrell G. Lochte is duly licensed and authorized to practice as an Attorney and Counselor at Law in all the Courts of the State of Texas; and it appearing that the County Attorney is authorized and empowered under the terms and provisions of Art. 331, Revised Civil Statutes of Texas, to make such an appointment with the consent of the Commissioners Court; THEREFORE, upon the motion of Commissioner Stone and second by Commissioner Burney and unanimously approved by the court it is hereby ordered that the Commissioners Court of Kerr County grant its consent to the appointment of Darrell G. Lochte to the office of Assistant County Attorney; the said Darrell G. Lochte to have the same powers and authority as the County Attorney and to serve at the expense and will of the said County Attorney. This consent is subject, however, to the said Darrell G.
