It is there- fore ordered and the Tax Assessor of Kerr County is herewitr instructed to employ the following minimum values in taking renditions for 19`70 ad valorem taxes; it being the intent of the Court that the following values shill be a binding minimum, but shall not be construed as in any way constituting a maximum value, provided 'However, that the minimum valuations of ranch, grazing and cultivated lands shall be subject to adjustment on the basis of market value or income.
