It is there- fore ordered and the Tax Assessor of Kerr County is herewith instructed to employ the following minimum values in taking renditions for ly'70 ad valorem taxes; it being the intent of the Court that the following values shill he a binding minimum, but shall not be construed as in any way constituting a maximum value, provided however, that the minimum valuations of ranch, grazing and cultivated lands shall be subject to adjustment on the basis of market value or income.
