It is further ordered that the County Judge be authorized to sign any necessary purchase orders or other instruments on behalf of Kerr County. o-o-o-o-o-o-o-o-o-o N0. 11046 ORDER REGULATING PARKING OF VEHICLES ON SOUTHEAST QUADRAN`i OF COUR'T'HOUSE SQUARE AND RES1'RIC'1'ING 'TRAFFIC 'TO AUTHORIZED PUBLIC PURPOSES On this the 8th day of December 1969, came to be heard and considered by the Court the necessity of providing vehicle parking facilities for persons in attendance at Court at the Kerr County Courthouse and for those persons having matters of business to transact in the various public offices in the Kerr County Courthouse, and it appearing to the Court that recent additional encroachment onto the public parking areas of the Courthouse square resulting from all day parking by persons not having business to transact at the Court- house nor being employed thereat have served to virtually eliminate all remaining necessary vehicle parking space required by persons in attendance at Court or those having business to transact at the Courthouse, it is ordered on motion by Commissioner Bartel and seconded by Commissioner Stone, and unanimously approved by the Court that effective January 1, 1870 the following rules and regulations be imposed to regulate traffic through, and the parking of vehicles on the southeast quadrant of the Courthouse Square traffic area lying between the Jefferson Street entrance and the Earl Garrett Street entrance: 1. Vehicle traffic flow will be restricted so as to permit entrance to the area from Jefferson Street entrance. 2. Traffic may exit via the Earl Garrett Street entrance but shall not enter the area from the Earl Garrett Street entrance. 3. Necessary movable barricades and signs will be installed to properly advise the public of this, as well as restrictions relative to the parking of vehicles. 4. No all day or extended time parking shall be permitted in the area except by Jurors and other persons in attendance at Court in the Courthouse, and by Peace officers and Kerr County employees. 5. Members of the public having official business to transact at any of the public offices in the Kerr County Courthouse shall be permitted to park in the area for a suffi- cient length of time to complete the actual transaction of such business. 6. Persons violating these parking restrictions shall be warned by the Kerr County Sheriff's Department either verbally or by written memorandum affixed to the vehicle con- cerned to remove the offending vehicle and to not repeat the offense. The Sheriff of Kerr County is authorized and directed to have any offending vehicle towed away following one warning to the operator or owner thereof, with such towing charges as may result therefrom being chargable against the owner or operator of such vehicle and to be collect- ed by the tower prior to release of the vehicle. o-o-o-o-o-o-o-o-o-o N0. 11047 OFFER TO MURIEL McCANN POWERS FOR RIGHT-OF-WAY FOR CYPRESS CREEK-CENTER POINT ROAD On this the 8th day of December, 1969, came on to be heard and considered by the • Court the matter of compensation to be offered Muriel McCann Powers, surviving widow and sole devisee of W. Earl Powers, Deceased, for the granting to Kerr County of an easement 50 feet in width across portions of Survey No. 1, B. S. and F., Cert. No. 1/53 and con- taining 4.5 acres of land, more or less, which easement is required to complete the connection of the old portions of the Cypress Creek-Center Point Road with the Stoneleigh Road as now projected, the said easement having a total centerline distance oŁ 3,917.2 ~L~ feet as surveyed on the ground by County Surveyor Louis Domingues and after due consideration by the Court, it is ordered on motion Bartel, seconded by Commissioner Burney, and unanimously approved County hereby offers the following consideration to the said Muri compensate for land, damages and severance damages resulting from aforesaid easement: on October 14, 1969; by Commissioner by the Court that Kerr '1 McCann Powers to the granting of the 1. Cash consideration in the amount of $675.00 will be paid. 2. The existing route of the Cypress Creek-Center Point Road will be paved, commencing at the end of the existing pavement at the Louis Pfeiffer- Wm. Sabban cattleguard and running a distance of one mile to the Sabban-Powers property line, Additional pavement amounting to 0.2 miles will be placed to a width oŁ 10 feet on the roadway from the first Powers cattleguard to the cattleguard at the yard of the Powers residence with an additional amount of premix pavement estimated at 600 square yards being placed from the yard line to the two car garage and from the yard gate to the hunting house driveway. 3, The existing cattleguard and gate of Mrs. Powers now situated across the Cypress Creek- Center Point Road will be moved to an agreed point on Mrs. Powers' private roadway. 4. A concrete underpass 4 feet wide, 6 feet high and 20 feet long will be constructed across the easement granted at the present lane leading from the ranch corral to the present south pasture. 5. A total of 4 new 12 foot steel gates will be installed along the line of the easement granted at the locations heretofore agreed upon by Mrs. Powers. 6. Kerr County will construct a new livestock fence on the south side of the 3,917.2 foot easement granted and on 688.3 feet of the north side of the easement between the corral lane and the east end of the easement; and in addition the present fence in the proximity of the remaining portions of the north easement line will be relocated so as to make the right-of-way 50 feet wide at those points where the said north line does not parallel the existing fence. The new fence and relocated fencing shall consist of 35 inch net wire with 2 barb wires on top and 1 underneath and be otherwise constructed in the same manner ,. as the fencing heretofore constructed along the said roadway through the Wm. Sabban property.
