thousands of tourists each year, and WHEREAS, it is the desire of Kerr County to co-operate with the Texas Highway Depart- ment in developing said S. H. 39 extension toward completion at an early date in order to properly co-ordinate with completion of I. H. 10 in Kerr County. NOW, THEREFORE, BE IT RESOLVED that Kerr County acting through its Commissioners Court does hereby request the Texas Highway Department to designate said S. H. 39 extension, authorize preliminary engineering and a contractual agreement with Kerr County for acquisi- tion of rights-of-way, and BE IT r^URTHER RESOLVED that Kerr County acting through its governing body does hereby pledge its full co-operation in establishing location and the acquisition of necessary rights-of-way, and is presently prepared to participate in the costs incident thereto, doing so with funds currently available and budgeted for expenditure for this purpose during the calendar year 1970, and BE IT FURTHER RESOLVED that Kerr County acting through its governing body express to the State Highway Commission of Texas full confidence in their service to the Citizens of Texas. M. 689 southeast of the City generally north and west to S. H. 27 northwest of the City. A motion to adopt said resolution was made by Commissioner Schwethelm, seconded by Commissioner Bartel, with Commissioners Schwethelm, Burney and Bartel and Judge Neunhoffer voting "AYE" and Commissioner Stone voting "NO", said motion carrying by a majority vote adopting said Resolution and that said Resolution be recorded verbatim in the Minutes of this Court as an appendix to this order. JOINT RESCLUTION - KERRVILLE CITY COUNCIL AND KERR COUNTY COMMISSIONERS COURT WHEREAS, Plans for the 1970's for highways in District 15 of the Texas Highway Depart- ment were presented at a public hearing before the Texas Highway Commission in Austin on March 31, 1970, and WHEREAS, these plans included among others a recommendation of the City Council of Kerrville and the Commissioners Court of Kerr County to develop a partial loop around Kerrville from F. M. 689 southeast of the City generally north and west to S. H. 27 north- west of the City, and WHEREAS, said loop is urgently needed as a supplementary highway facility for dispersal and collection of I. H. 10 traffic as well as in the interest of meeting general traffic needs in and around Kerrville, and WHEREAS, it is the desire of the City of Kerrville and Kerr County to cooperate with the Texas Highway Department in the long range and progressive development of the highway system in Kerr County as well as in District 15 and the entire State of Texas, NOW, THEREFORE, BE IT RESOLVED that the City of Kerrville acting through its City Council and Kerr County acting through its Commissioners Court do hereby request the Texas Highway Department to prepare in co-operation with these bodies a plan Łor future develop- ment of said loop around Kerrville, and BE IT FURTHER RESOLVED that the City of Kerrville and Kerr County acting through their governing bodies do hereby pledge their full co-operation in establishing location for said loop and the protection and acquisition of necessary right-of-way, and BE IT FURTHER RESOLVED that the City of Kerrville and Kerr County acting through their governing bodies express to the State Highway Commission of Texas full confidence in their service to the citizens of Texas. ROAD 1341 On this the 13th day of April, 1970, came on to be heard and considered by the Court the matter of compensation to be offered Richard F1ach and wife, Laura Flach, for their conveyance to the State of Texas of 0.36 acres of land out of Survey 115, Thomas Hand, which land is required for right-of-way to permit the reconstruction of the Quinlan Creek Bridge on F. M. Road 1341; and after due consideration by the Court, it is ordered on motion by Commissioner Bartel, seconded by Commissioner Stone and unanimously approved by the Court that Kerr County hereby offers to pay Richard Flach and wife, Laura Flach, the sum of $750.00 as compensation for land and damages for their conveyance to the State of Texas of the 0.36 acres of land as aforesaid; and in addition to the Foregoing cash consid- eration, Kerr County will reconstruct the owners' livestock fence to present standards or better along the new right-of-way line; and it is further ordered that the Clerk and the Treasurer be authorized to draw a voucher in the amount of $750.00 on the F.
