Swank FAIA for the rendition of professional services the study, planning and design of the proposed Kerr County- City of Kerrville Jail Facility pursuant to a final grant heretofore authorized for this purpose by the Texas Criminal Justice Council and it appearing to the Court that the said Lester B. Whitton and A. B.
