E. and A. B. Swank FA IA for the rendition of professional services the study, planning and design of the proposed Kerr County- City of Kerrville Jail Facility pursuant to a final grant heretofore authorized for this purpose by the Texas Criminal Justice Council and it appearing to the Court that the said nester B. Whitton and A. B. Pollard; and it appearing that a need exists for an Assistant County Attorney; and it appearing that the said Thomas W. Pollard, County Attorney, has recommended the appointment of Spencer W. Brown, to the office of Assistant County Attorney; and it appearing that the said Spencer W.
