OF KERRVILLE JAIL FACILITY
On this the 29th day of June, 1973 came on to be heard and considered by the Court
the proposed agreement between Kerr County and the City of Kerrville with Lester B. i^Tnitton,
Y. E. and A. B. Swank FA IA for the rendition of professional services the study, planning
and design of the proposed Kerr County- City of Kerrville Jail Facility pursuant to a final
grant heretofore authorized for this purpose by the Texas Criminal Justice Council and it
appearing to the Court that the said nester B. Whitton and A. B. Swank have proposed to
render the indicated professional services for the sum of :15,000.00 and that preliminary
-- approval for the proposed agreement has been obtained from the 'T'exas Criminal Justice
Council and it further appearing to the Court that the City of Kerrville has heretofore
approved and joined in said agreement, it is ordered on motion by Commissioner Schwethelm,
seconded b;r Commissioner Sallee and unanimously approved by the Court that Kerr County
hereby approves the subu~itted proposal as subriitted on the standard form of the American
Institute of Architects, together with the appended addendum rider and Modification do. 1
and that Kerr County proceed to enter into the agreement as aforesaid and that the County
Judge of Kerr County is hereby authorized to execute the said agreement, together with its
v appended addendum and modification.

OiT THIS the 29th day of June, A. D. 1973, came on for consideration by the Commis-
sinners Court of Kerr County, Texas, the matter of consenting to the appointment of an

Assistant County Attorney to serve without expense to the County, at the special instance
and request of and fora period of time to be determined by County Attorney, Thomas W.
Pollard; and it appearing that a need exists for an Assistant County Attorney; and it
appearing that the said Thomas W. Pollard, County Attorney, has recommended the appointment
of Spencer W. Brown, to the office of Assistant County Attorney; and it appearing that the
said Spencer W. Brown is duly licensed and authorized to practice as an attorney and
counselor at law in all the Courts of the State of Texas; and it appearing that the County
Attorney is authorized and empowered under the terms and provisions of Art. 331, Revised
Civil Statutes of Texas, to make such an appointment with the consent of the Commissioners
Court;
THEREFORE, upon the motion of Commissioner Schwethelm and second by Commissioner
Sallee, ~:ind unanimously approved by the Court, it is hereby ordered that the Commissioners
Court of Kerr County grant its consent to the appointment of Spencer W. Drown to the office
of Assistant County Attorney; the said Spencer W. Brown to have the same powers and authority
as the County Attorney and to serve at the expense and will of the said County Attorney.
This consent is subject, however, to the .said Spencer 'n'. Brown taking the official oath of
office and depositing it in the office of the County Clerk.
