N0. 11938 ORDER AUTHORIZING KERR COUNTY TAX COLLECTOR TO VOID CERTAIN OUTSTANDING CHECKS
AND PAY PROCEEDS INTO THE GENERAL FUND OF KERR COUNTY
On this the 10th day of September 1973, came on to be heard and considered by the
Court the recommendation made by the firm of Pressler, Thompson and Company in conjunction
with their 1972 audit of the accounts of Kerr County offices that certain outstanding checks
heretofore issued by the Kerr County Tax Collector between the years 1962 and 1971 be voided
and the funds represented thereby be transferred to the County Treasurer of Kerr County,
and it appearing to the Court that the Kerr County Tax Collector has concurred in their
recommendation and that the 17 outstanding checks concerned which total the sum of $32.87
are creating an administrative and bookkeeping problem of considerable magnitude, it is
ordered on motion by Commissioner Schwethelm, seconded by Commissioner Sallee and unanimous-
ly approved by the Court that the Kerr County Tax Collector is hereby authorized to void
the following listed checks in the aggregate amount of $32.87 and thereafter pay the sum of
$32.87 to the County Treasurer of Kerr County; to be deposited in the General Fund of Kerr
County

N0. 11939 ORDER ESTABLISHING BASIS FOR AND CLERICAL PROCEDURES TO BE EMPLOYED IN VALUATION
OF REAL ESTATE AND IMPROVEMENTS, LIVESTOCK, AUTOMOBILES AND ALL OTHER TAXABLE
PROPERTY FOR THE YEAR 1974
On this the 10th day of September, 1973, came on to be heard and considered by the ~`
Court the matter of classifying lands in Kerr County for tax purposes and establishing the
basis for valuations to be employed by the Tax Assessor of Kerr County, Texas, as well as
clerical procedures to be employed in taking renditions for 1974 ad valorem taxes;

and it appearing to the Court that certain guidelines should be established to furnish

the basis for such valuations as well as clerical procedures to be employed, it is there-
fore ordered and the Tax Assessor of Kerr County is hereby instructed to list the full
market value of all properties rendered for 1974 with the ratio of valuations to be employ-
ed to be determined subsequently;
And it is further ordered that those properties for which exemption from ad valorem
taxes are claimed pursuant to provisions of Article 7150, Revised Civil Statutes, or other
applicable laws shall be separately listed by the owners thereof, together with the basis
for claiming exemption from taxation, provided that this requirement shall not extend to
the properties owned by the United States of America, the State oŁ Texas or any of its
political subdivisions or to any school district.
On motion by Commissioner Sallee, seconded by Commissioner Bartel, the foregoing

N0. 11940 APPROVAL OF APPLICATION OF EMMIE M. MUENKER, COUNTY CLERK, TO APPOINT LOIS
HUDSON, AS DEPUTY COUNTY CLERK OF KERB COUNTY
On this the 10th day of September 1973, came on to be considered by the Court the
application of Emmie M. Muenker, County Clerk, for authority to appoint and deputize Lois
Clerk
Hudson as Deputy County/ of Kerr County, Texas and it appearing to the Court that said
application should be approved; therefore, upon motion made by Commissioner Stone, seconded
by Commissioner Bartel, the Court unanimously approved that said officer be authorized to
deputize Lois Hudson as Deputy County Clerk of Kerr County, Texas, effective the date of
her qualification, the same being September 10, 1973, at a salary of $3,900.00 per annum,
payable out of Officers Salary Fund.

N0. 11941 ORDER AUTHORIZING INVESTMENT OF SURPLUS FUNDS OUT OF SPECIAL RIGHT-OF-WAY FUND
On this the 10th day of September 1973, came on to be heard and considered by the
Court the matter of investing certain funds currently on deposit in the Special Right-of-
'~" Way Fund in the amount of $12,000.00 and that this fund should be invested as soon as
current Certificates of Deposit mature and the proceeds thereof are deposited to the credit
of Kerr County, pending possible need of these funds for expenditure, it is ordered on
motion by Commissioner Stone, seconded by Commissioner Sallee and unanimously approved by
,~ the Court that the sum of $12,000.00 out of the Special Right-of-Way Fund be invested in
't~~ an Interest Bearing Certificate of Deposit with the Chas. Schreiner Bank, which investment
shall be made as soon as practicable and that such Certificate of Deposit shall be for a
period of 90 days from date of investment.
And it is further ordered that the Clerk and the Treasurer be authorized to draw a
proper voucher on the Special Right-of-Way Fund in the amount of $12,000.00 to effect the
aforesaid investment with the Chas. Schreiner Bank.

COUNTY VETERANS LAND BOARD
On this the 10th day of September 1973, upon motion made by Commissioner Schwethelm,
seconded by Commissioner Stone, the Court unanimously approved that Robert L. Ingram, Don
McNew and David Guin be appointed to serve on the Kerr County Veterans Land Board to re-
place Raymond Lynch, 0. B. Schwethelm and Earl Garrett, former members who have retired.
