Mr. Leonard F. Girard appeared and voiced his objection to the salary increases and requested that his objection be reflected in the minutes of the Court. o-o-o-o-o-o-o-o-o-o NO. 12072 TRANSFER OF $1040.00 to SOCIAL SECURITY FUND On this the 11th day of March 1974, upon motion made by Commissioner Bartel, seconded by Commissioner Sallee, the Court unanimously approved that the County Clerk and County Treasurer be, and are hereby directed to transfer the following amounts to the Social Security Fund from their respective funds: Officers Salary Fund $785.00 Road and Bridge Fund 235.00 General Fund 20.00 Total $1040.00 o-o-o-o-o-o-o-o-o-o NO. 12073 ORDER ADOPTING RESOLUTION - RE: MANPOWER TRAINING PROGRAMS On this the 11th day of March 1974, upon motion made by Commissioner Stone, seconded by Commissioner Sallee, the Court unanimously approved an order adopting Resolution - Re: Manpower Training Programs. STATE OF TEXAS COUNTY OF KERR A RESOLUTION WHEREAS the Comprehensive Employment and Training Act of 1973 requires a prime sponsor for manpower training programs throughout the localities; AND, WHEREAS the same act provides for additional funds to those groups of local governments ~~~~ who act in consortium for implementing the provisions of this act; AND, WHEREAS the Commissioners' Court of Kerr County intends to participate in the programs of the above mentioned act in a consortium of local governments; NOW, THEREFORE, BE IT RESOLVED: That the County of Kerr will participate in manpower training programs provided by the Comprehensive Employment and Training Act ;of 1973 under the prime sponsorship of the City of San Antonio, Texas; AND, that the Alamo Area Council of Governments serve as the mechanism for coordinating the planning and allocation of funds for these training programs throughout the State Planning Region 18, except for Bexar County; AND, that the Commissioners' Court of Comal County, through itself or its own instrumentality, be designated as the program agent for the County of Kerr. Muenker, County Clerk and Ex-officio Clerk of the Commissioners' Court of Kerr County, Texas (Seal) o-o-o-o-o=o-o-o-o-o NO. 12074 ADOPTION OF RESOLUTION EXPRESSING DESIRE TO ACTIVELY PARTICIPATE IN REORGANIZED TRANSPORTATION PLANNING PROCESS WHEREAS, the County of Kerr is a member of the Alamo Area Council of Governments for the express purpose of participating in a comprehensive planning process within the twelve- county area known as the Alamo Area Council of Governments region; and WHEREAS, the transportation planning process is one of the most essential elements of any regional planning effort and/or activity; and WHEREAS, the City of San Antonio, the County of. Bexar, and the Texas Highway Department have, in accordance with the Department of Transportation policy and Texas Highway Commission minute orders, restructured the transportation planning process as reflected in the attached Continuing Phase Agreement which is filed as Exhibit A hereto- and WHEREAS, this new process provides for representation for all counties within the Alamo Area Council of Governments region, at the invitation of the City of San Antonio, the County of Bexar and the Texas Highway Department, on the Policy Advisory and the Steering Committees of the transportation planning process; NOW THEREFORE BE IT RESOLVED that: 1. We express our desire to participate actively in the transportation planning process through that membership afforded to us upon invitation in the Policy Advisory and Steering Committees established under Texas Highway Minute Order 66719; further 2. we express our appreciation to the elected officials of the City of San Antonio and the County of Bexar, and the staff of the Texas Highway Department for presenting us with with this opportunity for involvement in the transportation planning process; further 3. we designate the Executive Committee of the Alamo Area Council of Governments, on which we are represented, to be the body to select the at-large elected representatives from the area counties that agree to participate in the process; further
