who act in consortium for implementing the provisions of this act;
AND, WHEREAS the Commissioners' Court of Kerr County intends to participate in the programs
of the above mentioned act in a consortium of local governments;
NOW, THEREFORE, BE IT RESOLVED:
That the County of Kerr will participate in manpower training programs provided by the
Comprehensive Employment and Training Act ;of 1973 under the prime sponsorship of the City
of San Antonio, Texas;
AND, that the Alamo Area Council of Governments serve as the mechanism for coordinating the
planning and allocation of funds for these training programs throughout the State Planning
Region 18, except for Bexar County•
AND, that the Commissioners' Court of Comal County, through itself or its own instrumentality,
be designated as the program agent for the County of Kerr.

NO. 12074 ADOPTION OF RESOLUTION EXPRESSING DESIRE TO ACTIVELY PARTICIPATE IN REORGANIZED
TRANSPORTATION PLANNING PROCESS
WHEREAS, the County of Kerr is a member of the Alamo Area Council of Governments for
the express purpose of participating in a comprehensive planning process within the twelve-
county area known as the Alamo Area Council of Governments region; and
WHEREAS, the transportation planning process is one of the most essential elements of
any regional planning effort and/or activity; and
WHEREAS, the City of San Antonio, the County of. Bexar, and the Texas Highway Department
have, in accordance with the Department of Transportation policy and Texas Highway Commission
minute orders, restructured the transportation planning process as reflected in the attached
Continuing Phase Agreement which is filed as Exhibit A hereto; and
WHEREAS, this new process provides for representation for all counties within the
Alamo Area Council of Governments region, at the invitation of the City of San Antonio, the
County of Bexar and the Texas Highway Department, on the Policy Advisory and the Steering
Committees of the transportation planning process;
NOW THEREFORE BE IT RESOLVED that:
1. We express our desire to participate actively in the transportation planning
process through that membership afforded to us upon invitation in the Policy Advisory and
Steering Committees established under Texas Highway Minute Order 66719; further
2. we express our appreciation to the elected officials of the City of San Antonio
and the County of Bexar, and the staff of the Texas Highway Department for presenting us with
with this opportunity for involvement in the transportation planning process; further
3. we designate the Executive Committee of the Alamo Area Council of Governments, on
which we are represented, to be the body to select the at-large elected representatives
from the area counties that agree to participate in the process; further

4, we forward this resolution as a formal expression of our wishes and notification
of our actions to the Texas Highway Department so that the process may be initiated as
expeditiously as possible.

NO. 12077 ORDER ACCEPTING PROPOSAL FOR SETTLEMENT IN LIEU OF FENCING ON RELOCATED PORTION
OF FALL CREEK ROAD
On this the 11th day of March 1974 came on to be heard and considered by the Court the
proposal of Louis Kisida for a cash settlement in lieu of fencing on a portion of the Fall
Creek Road in Precinct No. 1 and it appearing to the Court that the construction of anew
bridge across Turtle Creek on the Fall Creek Road and the resulting relocation of a portion
of said road across lands formerly owned by Meek-Syfan Ranch Brokerage, Inc, and now owned
by Louis Kisida has left a portion of the abutting land of Louis Kisida which was formerly
enclosed with livestock fencing open and unseparated from a portion of said roadway which
Kerr County had previously obligated itself to enclose with fencing running from the north

bank of Turtle Creek south to a point in said relocated road where a cattle guard had been ""
proposed to be constructed across the said Fall Creek Road; and it further appearing to the
Court that neither said fencing or cattle guard have been installed by Kerr County and that
the said Louis Kisida has proposed to accept the sum of 5500.00 as a cash settlement in lieu
of the construction of any additional fencing along the west side of the road easement granted
