On this the 11th day of March 1974, upon motion made by Commissioner Schwethelm, second-

Treasurer be, and are hereby directed to transfer the sum of $30,000.00 from the General
Road & Bridge Fund to the General Fund for reimbursement of transfer made January 16, 1974.

On this the 11th day of March 1974, at 1:30 o'clock P. M., the Commissioners' Court
of Kerr County called Łor a hearing on the Application of Kerrville Festivals, Inc., for
a permit to hold outdoor music festivals.
Upon motion made by Commissioner Stone, seconded by Commissioner Sallee, the Court
unanimously approved that the application of Kerrville Festivals, Inc. for Outdoor Music
Festival Permit be granted, covering the three periods of time indicated in the application,

PERMIT TO HOLD OUTDOOR MUSIC FESTIVALS
WHEREAS, by voluntary compliance with Article 9003, Texas Revised Statutes, Kerrville
Festivals, Inc., a Texas Corporation, hereinafter called "Promoter" and/or "Applicant",
acting herein by and through its duly authorized President, Roderick E. Kennedy, Applicant
has duly filed a Registration with the County Clerk of Kerr County, Texas as a Promoter of
outdoor music festivals in Kerr County, Texas;
AND WHEREAS, on the 12th day of February, 1974 Applicant filed an Application for
Outdoor Music Festival Permit and on the 21st day of February, 1974 Applicant filed an
Amendment to such original Application, retroactive to the date of Filing of such original
Application, both of which filings were more than 60 days before the first date of the first
event set forth in such original Application, and both filings having been made with the

County Clerk of Kerr County, Texas;
AND WHEREAS, copies of such original Application and the Amendment thereto were furnish-
ed by the County Clerk to the County Health Officer, Dr. T. R. Boyce, all in accordance
with law;
ANA WHEREAS, a hearing was set on such Application for the 11th day of March, 1974,
at a regular meeting of the Commissioners' Court of Kerr County, Texas;
AND WHEREAS, on or about the 25th day of February, 1974 the County Health Officer, Dr.
T. R. Boyce, filed a written report with the Commissioners' Court of Kerr County, Texas
noting that the preparations described in the original Application of Applicant as amended
would, if carried out, be sufficient to protect the community and the persons attending the
music festivals from health dangers and will avoid violations of Article 4477-1, Texas
Revised Statutes, the date of filing of such written report being more than 2 days prior to
the date of the hearing on such Application, all as required by law;
AND WHEREAS, the Commissioners' Court of Kerr County, Texas, has conducted a full
investigation of the Application and the Amendment thereto;
NOW THEREFORE, BE IT REMEMBERED that on the 11th day of March, 1974 at the regular
March, 1974 Term of the Commissioners' Court of Kerr County, Texas, such Court being convened
and meeting in accordance with all required notices, procedures, and other legal prerequi-
sites, duly Considered the Application and the Amendment thereto of Kerrville Festivals, Inc.
to hold three music festivals in Kerr County, Texas, and after due hearing thereon upon
motion made by Commissioner Roger Stone, which motion was duly seconded, and unanimously
approved by all members of the Commissioners' Court of Kerr County, Texas (all of such
members being present throughout such hearing and during the vote on such motion), it was
accordingly:
RESOLVED that the Application of Kerrville Festivals, InC. for Outdoor Music Festival
Permit together with the Amendment thereto be and the same is hereby approved in its entire-
ty and a Permit is hereby granted by the Commissioners' Court of Kerr County, Texas to
Kerrville Festivals, Inc. to conduct three outdoor music festivals in Kerr County, Texas
on the dates and during the times set forth below:

the minutes of the Commissioners' Court of Kerr County, Texas.

payment to Ken Stoepel Ford, Inc., in the net amount of $2700.00, with trade in of one 1971
Chevrolet four door sedan, payable out of the General Fund.

NO. 12087 ORDER CONCERNING PROPOSED METHOD OF FUNDING KERR COUNTY SHARE OF CONSTRUCTION
COSTS OF PROPOSED KERR COUNTY/CITY JAIL
On this the 21st day of March, 1974, came on to be heard and considered by the Court
the matter of setting forth the proposed manner of funding Kerr County's share of the con-
struction costs of the proposed Kerr County/City jail; and it appearing to the Court that
Kerr County and the City of Kerrville have heretofore obligated themselves to contribute a
sum of $8,001.00 to provide the required cash match for a project entitled "Planning Improve-
ments for Kerr County/City Jail", of which Kerr County is obligated for one half of the
total amount, namely $4000.50, and it further appearing to the Court trhat it is the desire
and present intent of Kerr County and the City of Kerrville to apply to the Criminal Justice
Council for a grant to provide funds to supplement those of the County and the City in meet-
ing the construction costs of the new jail facility; and it further appearing to the Court
that the Texas Criminal Justice Council has requested the advice as to the source and amount
of Kerr County's contribution to such funding, it is ordered on motion by Commissioner Stone,
seconded by Commissioner Sallee, and unanimously approved by the Court that it is Kerr

O~Y! local matching contribution from funds currently on deposit in Kerr County's General and
