to establish a separate account with the official depository of Kerr County to be designated
as "IH 10 Frontage Road Escrow Account", and that all private funds contributed for the
purpose of defraying the aforesaid frontage road extension be deposited by the County Treasurer
in said fund pending their subsequent payment by Kerr County for utility relocation, for ~~
fencing, and to the Texas Highway Department for construction costs.
