IT IS FURTHER REQUESTED AND RECOMMENDED by said Court that the usual procedures in offering such surplus tracts for sale, preparation of formal appraisals and all other pro- cedural requisites to the disposition of such property be in this instance waived by the State, and that the said quitclaim be executed and delivered to the said ELMER STIELER and wife, IRENE STIELER, without payment of fees or other consideration by them or either of them.
