Gentlemen: The CONCERNED CITIZENS COMMITTEE, II, a group of approximately fifty (50) citizens v of Kerr County, Texas, have been engaged for a period of months in the study of the need for additional space at the Kerr County courthouse. After careful consideration, the Committee recommends the following to you: 1. That a courthouse annex be constructed in accordance with the basic design concept pre- pared by A. B. Swank, F.A.I.A., and Lester Whitton, P.E., and as amended below. 2. That the proposed first floor space (housing the County Tax Assessor-Collector and County Clerk's offices), and the ground floor covered parking area be enlarged by 3,200 square feet each. This action would reduce the overhang of the proposed jail floor from 10 feet to 2 feet. It is also recommended that the ground floor parking area be reserved for citizens who have business at the courthouse as opposed to the personnel employed in the courthouse; and, further, that the ground floor design be such as to facilitate enclosure in the future when additional space is required for the courthouse. 3. That the jail floor area not be built at this time, but that appropriate provisions be made in the annex construction so that this floor can be added at a later date. 4. That $100,000.00 be included in the bond issue, hereinafter recommended for the purpose of refurbishing, repairing and remodeling the present courthouse when the new annex is com- pleted, and the Clerk and Tax Assessor-Collector have moved to their new quarters. 5. That your Court immediately proceed with the necessary steps to call a bond election at the earliest possible time, the same to be submitted to the people of Kerr County for their approval or disapproval; and that a proposition be submitted authorizing the issuance of bonds in the amount of $860,000.00, which issue would include the courthouse annex together with the $100,000.00 to be used for the refurbishing, repairing and remodeling of the present courthouse. 6. That your Court submit a second and separate issue to the people oŁ Kerr County, authorizing the issuance of $100,000.00 in jail bonds, to be used if approved by the people, to pay Kerr County's portion of the proposed jail; said bonds, assuming their approval by the public, to be issued and sold by the Court only upon the condition that the Federal Government furnish not less than $100,000.00, and the City of Kerrville furnish a like sum of $100,000.00. 7. Election precincts 1 and 7 are consolidated into a single precinct with the Kerr County Courthouse being designated as the polling place; 2. Election precincts 4, 9 and 10 are consolidated, with the Sunset Baptist Church being designated as the polling place; 4.
