Gentlemen:
The CONCERNED CITIZENS COMMITTEE, II, a group of approximately fifty (50) citizens
v
of Kerr County, Texas, have been engaged for a period of months in the study of the need for
additional space at the Kerr County courthouse. After careful consideration, the Committee
recommends the following to you:
1. That a courthouse annex be constructed in accordance with the basic design concept pre-
pared by A. B. Swank, F.A.I.A., and Lester Whitton, P.E., and as amended below.
2. That the proposed first floor space (housing the County Tax Assessor-Collector and County
Clerk's offices), and the ground floor covered parking area be enlarged by 3,200 square feet
each.	This	action	would reduce the	overhang	of the	proposed	jail floor from	10	feet to 2
feet.	It is	also	recommended that	the ground	floor	parking	area be reserved	for	citizens
who have business at the courthouse as opposed to the personnel employed in the courthouse;
and, further, that the ground floor design be such as to facilitate enclosure in the future
when additional space is required for the courthouse.
3. That the jail floor area not be built at this time, but that appropriate provisions be
made in the annex construction so that this floor can be added at a later date.
4. That $100,000.00 be included in the bond issue, hereinafter recommended for the purpose
of refurbishing, repairing and remodeling the present courthouse when the new annex is com-
pleted, and the Clerk and Tax Assessor-Collector have moved to their new quarters.
5. That your Court immediately proceed with the necessary steps to call a bond election at
the earliest possible time, the same to be submitted to the people of Kerr County for their
approval or disapproval; and that a proposition be submitted authorizing the issuance of
bonds in the amount of $860,000.00, which issue would include the courthouse annex together
with the $100,000.00 to be used for the refurbishing, repairing and remodeling of the present
courthouse.
6. That your Court submit a second and separate issue to the people oŁ Kerr County,
authorizing the issuance of $100,000.00 in jail bonds, to be used if approved by the people,
to pay Kerr County's portion of the proposed jail; said bonds, assuming their approval by
the public, to be issued and sold by the Court only upon the condition that the Federal
Government furnish not less than $100,000.00, and the City of Kerrville furnish a like sum
of $100,000.00.
7. The Committee estimates that the tax revenues required to service such a bond issue,
assuming current valuations, and tax rates, would be as follows:

NO. 12452 ORDER CONSOLIDATING CEKTAIN KERR COUNTY ELECTION PRECINCTS FOR COURTHOUSE AND
JAIL BOND ELECTION TO BE HELD ON AUGUST 6, 1975
On this the 14th day of July, 1975, came on to be heard and considered by the Court
the matter of consolidating certain election precincts of Kerr County for the purpose of
conducting a Courthouse and Jail Bond Election ordered by the Commissioners' Court to be held
on August 6, 1975; and it appearing to the Court that Section 2.02(g) of the Texas Election
Code authorizes the combination of any two or more Kerr County election precincts into con-
solidation precincts for the purpose of conducting the aforesaid bond election; and it further
appearing to the Court that the costs of conducting this election would be materially reduced
by certain consolidations, it is ordered on motion by Commissioner Schwethelm, seconded by
Commissioner Sallee, and unanimously approved by the Court that for the purpose of conducting
the Courthouse and Jail Bond Election called for August 6, 1975, the following consolidations
of Kerr County's 19 regular election precincts shall be as follows:
1. Election precincts 1 and 7 are consolidated into a single precinct with the Kerr
County Courthouse being designated as the polling place;
2. Election precincts 2 and 8 are consolidated into a single precinct with the Center
Point American Legion Hall being designated as the polling place;
3. Election precincts 4, 9 and 10 are consolidated, with the Sunset Baptist Church being
designated as the polling place;
4. Election precincts 11 and 15 are consolidated into a single precinct with the Tom
Daniels Elementary School being designated as the polling place;
5. Election precincts 13 and 16 are consolidated, with the Starkey School being designat-
ed as the polling place•
6. Election precincts 14 and 17 are

convened in regular session at the regular meeting place thereof in the Courthouse at Kerrville,
Texas, the meeting being open to the public and notice of said meeting, giving the date, time,
place and subject thereof, having been given as pre::r_ribed by Article 6252-17, Section 3A,
V.A.T.C.S., the following members of the Court being present, to-wit:

The order having been read in full, it was moved by Commissioner Stone and seconded by

The County Judge declared the motion carried and the order passed, and the Clerk was

_ AN ORDER by the Commissioners' Court of Kerr County, Texas, calling a bond election
to be held within said County, providing for the conduct of the election and making
other provisions incident and related to the purpose of this order.
WHEREAS, the Commissioners' Court of F:err County, Texas, has determined that a special
election should be called to ascertain whether said governing body shall be authorized to
issue bonds of said County in the amounts and for the purposes hereinafter mentioned; now,
therefore,
BE IT ORDERED BY TFiE COMMISSIONERS' COURT OF KERR COUNTY, TEXAS:
SECTION 1: That an election be held in said County on the 6th day of August, 1975,
which date is not less than fifteen (15) days nor more than thirty (30) days from the date
of the adoption hereof, at which election the following propositions shall be submitted:
PROPOSITION NUMBER ONE
"SHALL the Commissioner's Court oŁ Kerr County, Texas, be authorized to
issue the bonds of said County in the amount of EIGHT HUNDRED SIXTY THOUSAND
DOLLARS ($860,000), to mature serially at such time as may be deemed most
expedient by the Commissioners' Court, but not later than FORTY (40) years from
the date thereof, to be issued and sold at any price or prices and to bear
interest at any rate or rates as shall be determined within the discretion of
the Commissioners' Court of Kerr County, Texas, at the time of issuance, for
the construction of improvements and an addition to the existing County
Courthouse and Jail Building (expand and improve Courthouse facilities); and
shall the Commissioners' Court of Kerr County, Texas, be authorized to levy,
assess and collect annually, while said bonds or any of them are outstanding,
a tax upon all taxable property in said County, sufficient to pay the interest
on said bonds and to provide a sinking fund for their final redemption at
maturity, pursuant to authority conferred by the Constitution and laws of the
State of Texas?"
