ENGINEERS KERRVILL'e, TEYAS :5~~° February 7.8, 1975 The Honorable County Judge and Commissioners Fierr County Kerrville, Texas 78023 Gentlemen: Submitted herewith for your consideration are Design Develop- ment T}rawings, an Architectural Rendering, 2nd a current Estimate of Project Cost for the building proposed to house the Kerrville/Kerr County Jail and the first Annex to the Kerr County Court House to accommodate the offices of the County Clerk and the `Pax Assessor/Collector of Kerr County. The cost estimate for the Jail is based on the costs included vrith our report to you of 24 October 1973 with escalation of actual building costs projected to the proposed biddin period of June 1975• We believe these costs to be valid and, of course, will have to be adjusted up or down why.^. the Con- struction Documents Phase is completed. These costs are also based qn the assumption of Uood and trained administration of this facility so that the most vandal resistant fixtures (plumbing and electrical), fittings (grilles i'or air ecndit- ioning, exhausts, screens, etc.), and glazing in all 1i;ht and window openings are not required. T_ne outside wir_do~.as indicated in the individual inmates :Housing will, of course, have the nearest thing to unbreakable glazing now avai_abie on the market, As you know, these outside windows are re- quired by the National Clearinghouse for Criminal Justice Planninb and Architecture (the designated agency to approve all plans for facilities using Part E Funding even though they are in conflict with an old State law now over loo'_ted, apparently, if handled properly architecturally. We invite to your attention the fact that these plans require pumping the storm water that will fail into t're par?sing area, outside the building's perimeter, into an existing storm sewer in Sidney Bakar Street. 4Je recommend consideration of County and City cooperation in lowering and increasing `i"he Honorable County Judge, February 28, 1975, Page 2 the size of the existing storm sewer in Earl Garrett Street to handle this drainage. ~,de understand this storm sewer is inadequate now during periods of heavy rain.
