LON SMART AS A MEMBER OF THE KERR COUNTY HISTORICAL COMMISSION On this the 12th day of April 1976, upon motion made by Commissioner Stone, seconded by Commissioner Sallee, the Court unanimously approved that Mrs. Lon Smart be appointed as a member of the Kerr County Historical Commission, to fill the vacancy created by the resignation of Mrs. Helen Hall. o-o-o-o-o-o-o-o-o-o NO, 12649 APPROVAL OF BY-LAWS OF KERB COUNTY HISTORICAL COMMISSION a On this the 12th day of April 1976, upon motion made by Commissioner Bartel, seconded by Commissioner Schwethelm, the Court unanimously approved the By-Laws of the Kerr County Historical Commission and the Clerk was instructed to file a copy of the By-Laws. o-o-o-o-o-o-o-o-o-o NO, 12650 ADOPTION OF RESOLUTION - RE: ALAMO MANPOWER CONSORTIUM On this the 12th day of April 1976, upon motion made by Commissioner Stone, seconded by Commissioner Bartel, the Court unanimously adopted the following Resolution: STATE OF TEXAS COUNTY OF KERB A RESOLUTION WHEREAS the Comprehensive Employment and Training Act of 1973 as amended requires a prime sponsor for manpower training programs throughout the localities; AND, WHEREAS the Alamo Manpower Consortium has been the prime sponsor for CETA funded programs in this Region; AND, WHEREAS, the same act provides for additional funds to those groups of local govern- "' ments who act in consortium for implementing the provisions of this act; AND, WHEREAS the Commissioners Court of Kerr County intends to participate in the programs of the above mentioned act in a consortium of local governments; NOW, THEREFORE, BE IT RESOLVED: THAT the County of Kerr will be a member of the Alamo Manpowes Consortium as provided by the Comprehensive Employment and Training Act of 1973 as amended; AND, THAT the City of San Antonio, Texas, act as the administrative arm of the Con- sortium in matters of operation of the program; AND, THAT the Alamo Area Council of Governments serve as the mechanism for coordinating the planning and allocation of funds for these training programs throughout the State Planning Region 18, except for Bexar County; AND, THAT the Commissioners Court of Corral County through itself or its own instrumentality, be designated as the program agent for the County of Kerr. GARRISON AS KERR COUNTY REPRESENTATIVE TO THE ALAMO MANPOWER CONSORTIUM On this the 12th day of April, 1976, came on to be heard sad considered by the Court the matter of appointing a Kerr County representative to the Alamo Manpower Consortium which is comprised of the 12 counties of the AACOG region and the City of San Antonio; and it appearing to the Court that Jack R. Garrison in his capacity as City Manager of the City of Kerrville can most effectively represent the interest of all the governmental entities of Kerr County in the functions of the Manpower Consortium; it is ordered on motion by Commissioner Sallee, seconded by Commissioner Bartel, and unanimously approved by the Court that Kerr County shall hereafter and until further orders of the Court be represented in the Alamo Manpower Consortium by Jack R. Garrison, City Manager of the City of Kerrville, and that he shall be vested with full powers of voting and participation in all matters not ~., requiring direct approval or action by the Commissioners' Court of Kerr County. o-o-o-o-o-o-o-o-o-o RESOLUTION NO. 12652 A RESOLUTION OF THE KERB COUNTY COMMISSIONERS' COURT AGREEING TO THS DELEGATION OF THE LICENSING AUTHORITY Fit SEPTIC TANK IDTSTALLATION TO THE UPPER GUADALUPE RIVER AUTHORITY WHEREAS, the Guadalupe River in Kerr County is a very economically significant asset which at present has water of good quality and is highly valued for recreational use and for its ecstatically attractive condition; and WHEREAS, the River is being used as a source of water supply which with growth and development in Kerr County will become a major source; and WHEREAS, the Kerr County Commissioners' Court has reviewed the proposed Texas Water Quality Board Order delegating this responsibility for licensing to the Upper Guadalupe River Authority and has concluded that the program would complement the activities of Kerr County and be beneficial to the whole area; NOW, THEREFORE, BE IT RESOLVED by the Commissioners' Court of Kerr County, Texas, that the Court approves the delegation of licensing authority for septic tanks to the Upper Guadalupe River Authority and the other functions specified in the Order of the Texas Water Quality Board; and Further that this Court approves the draft of the Ssptic Tank Order by the Texan Water Quality Board as presented to this Court; and, Further that the Texas Water Quality Board be furnished with a copy of this resolution.
