Sallee Commissioner Precinct No. 2 Adolph Bartel Commissioner Precinct No. 3 Roger Stone Commissioner Precinct No. 4 and the Court having duly opened, the following proceedings were had: NO. 12828 ORDER DECLARING POLICY STATEMENT OF THE GOVERNMENT OF KERB COUNTY, TEXAS AS TO EQUAL EMPLOYMENT OPPORTUNITIES IN COUNTY GOVERNMENT On this the 2nd day of December, 1976, came on to be heard and considered by the Court the need of formulating of record the policy statement of the Commissioners' Court of Kerr County as to equal employment opportunities in the government of Kerr County; and it appearing to the Court the prior policies of the Court to extend equal employment opportunities to all persons without regard to an individual's race, color, religion, national origin or sex has not heretofore been reduced to writing nor actively disseminated, it is ordered on motion by Commissioner Sallee, seconded by Commissioner Stone., and unanimously approved by the Court that the following Equal Employment Opportunity Policy Statement be entered of record in the minutes of the Court; and that certified copies of this order be transmitted forthwith to all elected officials and department heads of the County government of Kerr County: EQUAL EMPLOYMENT OPPORTUNITY POLICY STATEMENT i, As a preamble to the statement the Commissioners' Court of Kerr County recognizes the fact that only a limited number of County employees are directly employed either by the Court as a whole or by its individual members, and therefore in adopting this policy the Court is seeking to extend official guidance and directives to the other elected officials and depart- went heads of the County government for the purpose of furthering the extension of equal employment opportunities for all and for the further purpose of unifying the employment of minorities in County government by a ratio compatible with their population ratio in Kerr County; and it is the further expressed goal of the Commissioners' Court that such proper and acceptable ratio of minority employment shall he attained on or before December 1, 1977. II, It is the fundamental policy of Kerr County, Texas to provide equal opportunity to all employees and applicants for employment, either by the County Commissioners' Court, its individual members, and the elected officials and department heads; and to assure that there shall be absolutely no discrimination against any persons on grounds of race, color, religion, national origin or sex, except when sex is a bona fide occupational qualification. This obligation shall and does extend to all areas of employment including, but not necessarily limited to recruitment, job assignments, rate of pay, promotion and transfer, demotions and terminations, daily working conditions, testing applicants for employment, job training, and supplemental fringe benefits. III. This policy is consistent with the provision and objectives of the Civil Rights Act
