the above mentioned investments in Interest Bearing Certificates of Deposits, with the Chas.
Schreiner Bank, which investments shall be for the amounts and period of time as shown above.
And it is further ordered that proper vouchers be drawn on the funds aforementioned and
in the amounts above set forth to effect the aforesaid investments with the Chas. Schreiner
Bank.

NO. 13533 APPROVAL OF ALVARDING OF BID TO OLMOS EnUIPMENT COMPANY FOR AIRPORT IMPROVEMENTS
SUBJECT TO CONCURRENCE BY THE CITY OF KERRVILLE
On this the 11th day of December 1978, upon motion made by Commissioner Sallee, seconded
by Commissioner Garrett, the Court unanimously approved of awarding of a bid to Olmos Equip-
ment Company for Airport Improvements, as recommended by Bovay Engineers, in the amount of
$316,389.62, subject to concurrence by the City of Kerrville and final approval by the Federal
Aviation Administration.
It is further ordered that the County Judge be authorized to execute any and all agree-
ments on behalf of Kerr County.

NO. 13537 ACCEPTANCE OF BASE BID OF BLANCHARD AND ASSOCIATES, INC., VdITH ADDENDUM NUMBER
THREE, FOR RENOVATION OF THE GROUND FLOOR OF THE KERR COUNTY COURTHOUSE
On this the 11th day of December 1973, upon motion made by Commissioner Garrett, second- '
ed by Commissioner Lich, the Court unanimously approved that the Base Bid of Blanchard and
Associates, Inc., with Addendum Number Three, including corresponding in reduction of contract
price amount, the contract price amount to be $59,291.00, be accepted as the lowest and best
bid, for the renovation of the Ground Floor of the Kerr County Courthouse, as per recommenda-
tion of Lester B. Whitton Associates, Planning Consultant.
It is further ordered that the County Judge of Kerr County, Texas, be authorized to
execute a contract on behalf of Kerr County with Blanchard and Associates, Inc., and that
the Clerk record the contract in the proper minutes of the Court.

ed by Cimmissioner Garrett, the Court unanimously approved that the proposal of Paul Reader,
to furnish and install three wooden benches in the Kerr County Correction/Detention Facility,
as detailed on Sheet D-3, of the Jail Equipment Plans, in the amount of $610.80, be accepted,
as recommended by A. B. Swank, F.A.I.A. and Lester B. Y7hitton, P.E.

N0. 13539 GRDER ESTABLISHING KERR COUNTY CONSOLIDATION PAYROLL FUND EFFECTIVE JANUARY 1,
1979
On this the 11th day of December, 1978 came on to be heard and considered by the Court
the matter of the establishment of a separate consolidated payroll account for the purpose
of disbursing salaries, wages and allowances to the officials and employees of Kerr County;
and it appearing to the Court that the establishment of such a fund would serve to materially
improve and simplify the fiscal procedures of the offices of the County Treasurer and County
Auditor, it is ordered on motion by Commissioner Garrett, seconded by Commissioner Sallee,
and unanimously approved by the Court that:
1. There be established by the County Treasurer a separate bank account with the County
depository to be known as the Kerr County Payroll Account, and that such account be establish-
ed immediately subsequent to January 1, 1979.
2. There immediately be transferred into the said account from the General Fund of Kerr
County the sum of $1,000.00 to provide a minimum working balance for the said account.
3. From and after January 1, 1979 and at the conclusion of each pay period as may be
established by the Commissioners' Court on a monthly or other basis, the County Treasurer
and the County Auditor shall pay over to the Kerr County Payroll Account from the other
