STATE OF TEXAS COUNTY OF Kerr OPINION OF PUBLIC BODY'S ATTORNEY As County Attorney of Kerr County, it is my opinion that this County under the provisions of Article 4413 (32c) VACS of Texas, (The Inter-Local Cooperation Act) has legal authority to join a consortium of local governments in the Alamo State Planning Region in a multi- jurisdictional agreement for the purpose of implementing the Comprehensive Employment and Training Act Amendments of 1978. It is my further opinion that the agreement is not prohibited by local or State law from taking effect in the geographical area which it is intended to serve and that the above is true for each County in the Alamo State Planning Region since these other Counties have uniforXa powers and do not have ordinance making authority.
