NO. 13647 ACCEPTANCE OF RENOVATION OF GROUND FLOOR OF I:ERR COUNTY COURTHOUSE BY BLANCHARD
ASSOCIATES, INC., AND AUTHORIZATION FOR FINAL PAYMENT
On this the 9th day of April 1979, upon motion made by Commissioner Lich, seconded by
Commissioner Speakmon, the Court unanimously approved acceptance of the Renovation of the
Ground Floor of the Kerr County Courthouse, by Contractor, Blanchard and Associates, Inc.,
as recommended by Lester B. Whitton Associates and it is ordered that the Auditor and County
Treasurer be authorized to draw a voucher in the amount of $37,988.90, payable out of the
General Fund, for final payment to Contractoz, Blanchard Associates, Inc., for completion of
the renovation, as per Contract.

NO. 13648 APPROVAL OF PAYMENT TO LESTER B. WHITTON ASSOCIATES FOR PROFESSIONAL SERVICES FOR
REIOVATION OF GROUND FLOOR OF RERR COUNTY COURTHOUSE
On this the 9th day of April 1979, upon motion made by Commissioner Guthrie, seconded
by Commissioner Lich, the Court unanimously approved payment to Lester B. ti7Yiitton Associates
for Architect/Engineer services on Renovation of Ground Floor of the Kerr County Courthouse,
in the amount of $1,263.22, payable out oŁ the General Fund of Kerr County.

OPINION OF PUBLIC BODY'S ATTORNEY
Kerr County, it is my opinion that this County under the provisions
of Texas, (The Inter-Local Cooperation Act) has legal authority
to join a consortium of local governments in the Alamo State Planning Region in a multi-
jurisdictional agreement for the purpose of implementing the Comprehensive Employment and
Training Act Amendments of 1978.
It is my further opinion that the agreement is not prohibited by local or State law from
taking effect in the geographical area which it is intended to serve and that the above is
true for each County in the Alamo State Planning Region since these other Counties have uniforga
powers and do not have ordinance making authority.

a prime sponsor for Employment and Training Programs throughout the localities; and,
WHEREAS, the same amendments provide for additional funds to those groups of local govern-
ments who act in consortium for implementing the provisions of these amendments; and,
