NO. 13895 APPROVAL OF CLAIMS AND ACCOUNTS
On this the 27th day of December 1979, came on to be examined by the Court, the various
claims and accounts against Kerr County and the respective Commissioners' Precincts, since
the last term of Court, which claims and accounts were approved for payment by the Auditor
and Treasurer, in amounts and out of Road and Bridge No. 1, General, Officers Salary, County
Law Library, Kerr County Public Library, Jury, Jail Operating Funds, as shown in the Minutes
of Accounts Allowed, page gp which were made a part hereof and of this order.
Motion made by Commissioner Lich, seconded by Commissioner Garrett, and unanimously
approved by the Court.

NO. 13896 ORDER ESTABLISHING PROCEDURE FOR COMPENSATION FOR SERVICES RENDERED TO SENIOR
CITIZENS OF KERR COUNTY BY THE DIETERT CLAIM
On this the 27th day of December, 1979, came on to be heard and considered by the Court
the matter of contractual reimbursement to the Dietert Clam, a non-profit corporation, for
certain costs incurred incidental to the rendition of services to the senior citizens of
Kerr County by the said volunteer organization; and it appearing to the Court that as a
result of the services being provided by the Dietert Claim to our senior citizens, including
nutrititional services, transportation services and recreation, and further that by serving
as local recipient and administrator of Federally funded grants in support of these services,
the said Dietert Claim is discharging a number of functions which might otherwise be the
responsibility of the Commissioners' Court and the taxpayers of Kerr County and thereby is
serving Kerr County in a quasi contractual relationship; and it further appearing to the
Court that the Dietert Claim should properly be compensated and/or reimbursed for a portion
of the costs incurred in so serving a needed public function, and that Kerr County has hereto-
fore set aside in its budget for the calendar year 1980 the sum of $5,000.00 out of Federal
Revenue Sharing Funds to be received by Kerr County during the year 1980 for contractual
service for senior citizens; it is ordered on motion by Commissioner Guthrie, seconded by
Commissioner Speakmon, and unanimously approved by the Court that effective January 1, 1980
Kerr County will pay the regular monthly electric, gas and water billings of the Dietert
Claim, provided that such bills are submitted directly to the Kerr County Commissioners'
Court, and that such bills shall be paid out of Kerr County's Revenue Sharing Trust Fund; and

it is further ordered that by agreeing to do so Kerr County reserves the right to terminate
the provisions of this order at any time and that it shall not be deemed to be a commitment
beyond December 31, 1980 nor to be a discretionary commitment of more than $5,000.00 of Kerr
County's General Revenue Sharing Funds to be received during the calendar and fiscal year
1980; and provided further that nothing herein shall be construed so as to constitute the
employees and/or volunteer workers at the Dietert Claim as employees, agents or representa-
tives of Kerr County.

' NO. 13897 ORDER AUTHORIZING COUNTY TREASURER TO CANCEL UNNEGOTIATED VOUCHERS
On this the 27th day of December, 1979, upon motion made by Commissioner Guthrie,
seconded by Commissioner Speakmon, the Court unanimously approved that the County Treasurer,
Dorothy Smith, be authorized to cancel unnegotiated vouchers, which have been outstanding
in the Treasurer's Account for a period of over one year to three years, Voucher Nos. 46925,
47016, 52908, 54958, 55094 and 55186, as per list on file, subject to approval of the County
Auditor and the County Clerk.

NO. 13898 RESIGNATION OF JESSIE WILSON AS A MEMBER OF THE KERB COUNTY HISTORICAL SURVEY
COMMISSION
On this the 27th day of December 1979, upon motion made by Commissioner Lich, seconded
by Commissioner Garrett, the Court unanimously approved that the resignation of Jessie Wilson,
as a member of the Kerr County Historical Survey Commission, be accepted, with regret, effec-
tive January 1st, 1980.

NO. 13899 RESIGNATION OF SPENCER W. BROWN, JUSTICE OF THE PEACE, PRECINCT NO. ONE OF KERR
COUNTY, TEXAS
On this the 27th day of December 1979, upon motion made by Commissioner Speakmon, second-
ed by Commissioner Guthrie, the Court unanimously approved that the resignation of Spencer W.
Brown, as Justice of the Peace of Precinct No. One, be accepted with regret, effective
December 31, 1979 at 11:59 o'clock P. M.

by Commissioner Garrett, the Court unanimously approved that the resignation of Scott S.
ParY.er, as Assistant County Attorney, be accepted, effective December 31, 1979.

NO. 13901 ORDER APPOINTING SCOTT S. PARKER, AS JUSTICE OF THE PEACE OF PRECINCT NO. ONE
OF KERR COUNTY, TEXAS, EFFECTIVE JANUARY 1st, 1980
On this the 27th day of December 1979, upon motion made by Commissioner Speakmon,
seconded by Commissioner Guthrie, the Court unanimously approved that Scott S. Parker be
appointed to fill the vacancy of the office of the Justice of the Peace of Precinct No. 1,
which vacancy results from the resignation of Spencer W. Brown, said resignation having this
date been accepted by the Court, effective December 31, 1979, and that said appointment to
be effective January 1st, 1980 and that he be appointed to serve until the next General
Election and until his successor qualifies.
