ORDER CALLING PUBLIC HEARING REGARDING PROPOSALS FOR
REALIGNMENT OF KERB COUNTY COMMISSIONERS' PRECINCTS
IN ACCORDANCE WITH 1980 CENSUS DATA
On this the 17th day of June, 1981, came on to be heard and
considered by the Court the matter of calling a public hearing relative
to proposals for the realignment of boundaries of the four Kerr County
Commissioners' Precincts for the purpose of equalizing precinct
population on the basis of 1980 census data and in a manner which
is in the best interest of the public and of the areas of minority
population concentration; and it appearing to the Court that the existing
imbalance in the population of the four Commissioners' precincts should
be corrected without delay, it is ordered on motion by Commissioner
Speakmon
seconded by Commissioner Guthrie
and unanimously approved by the Court that a public hearing be held
regarding proposals for the realignment of precinct boundaries in
accordance with legal requirements be held in the Kerr County
Courtroom on the first floor of the' Kerr County Courthouse on

to participate and be heard; and it is further ordered that all local

The following calculations are a scrggested plan for
adjusting Corrcmissioners' precinct boundaries to approximately equal
population numbers. (25°Jo of total equals 7, 195. )
Any proposed plan requires submission to the Department
of Justice for approval after public hearing has been held and a
proposed plan has been adopted by the Commissioners' Court,
The calculations here submitted would result in
the elimination of present election precinct 13 (Precinct 19 could be
renumbered 13) by dividing it between present precincts 16 and 113,
Portions of precinct 18 would be added. to precinct 14 (Commissioners'
Precinct 3) and the realigned precinct 16 would be added to
Commissioners' Precinct 4.

This proposal would also eliminate the long narrow
configuration of elc:clion precinct la and the one block wide corridor
connecting the present two segments of Corr~niissioners' Precinct 1,
which present configuration would likely tend to cause the Department of
Justice to question their propriety.
The various election precincts would have to be redefined
following Justice Department approval of the plan for the Commissioners'
Precincts. None of the present Justice of the Peace Precincts would
