5n of the four Kerr County Commissioners' Precincts for the purpose of equalizing precinct population on the basis of 1980 census data and in a manner which is in the best interest of the public and of the areas of minority population concentration; and it appearing to the Court that the existing imbalance in the population of the four Commissioners' precincts should be corrected without delay, it is ordered on motion by Commissioner Speakmon, seconded by Commissioner Guthrie, and unanimously approved by the Court that a public hearing be held regarding proposals for the realignment of precinct boundaries in accordance with legal requirements be held in the Kerr County Courtroom on the first floor of the Kerr County house on June 29, 1981, at 1:30 P.
