"one man one vote" guidelines so as to provide equality for all of its citizens in a manner r which would be in the best interest of the public and of the areas of minority population concentration. The hearing was attended by 29 citizens. Following brief remarks concerning the historical background of precinct boundaries and the necessity for realignment at this time, Judge Neunhoffer presented Plan A, discussing changes proposed to alleviate the present imbalance of population. Commissioner Holland then presented Plan B along with a discussion of similar points. A period of approximately 55 minutes was then devoted to questions and !' public input, during which time approximately 11 visitors either made inquiries or comments concerning the two plans, however no additional plans or proposals were presented. !' Among those present were four members of the news media, 2 County officials, the directo~', and one member of Community Action Group, representative of Texas Rural Legal Aid and 2 ~' ~, ministers. Con~issioner Precinct No. 4 and the Court having duly opened, the following proceedings were had: N0. 14386 MOTION TO ACCEPT PLAN B AS PRESENTED IN PUBLIC HEARING REGARDING PROPOSALS FOR REALIGNMENT OF KERB COUNTY COMMISSIONERS' PRECINCTS IN ACCORDANCE WITH 1980 CENSUS DATA On this the 29th day of June 1981, a motion was made by Commissioner Holland to accept PLAN B as presented in a public hearing, regarding proposals for realignment of Kerr County Commissioners' Precincts, in accordance with the 1980 Census Data. Commissioner Guthrie seconded the motion. Members of the Court voting "AYE" - Commissioner Holland. Members of the Court voting "NO" - Commissioners Speakmon, Lich and Guthrie and County Judge Neunhoffer. The motion was seconded by Commissioner and County Judge Neunhoffer voting "AYE" and said motion carrying by a majority vote. (Plan A on file but not recorded). regarding proposals for realignment of Kerr Coun the 1980 Census Data and to submit said plan to Speakmon, with Commissioners Speakmon, Lich Commissioners Holland and Guthrie voting "NO",
