153 . 14571 APPROVAL OF SEMI-ANNUAL CONTRACTUAL PAYMENT TO THE UPPER GUADALUPE RIVER AUTHORITY FOR ENVIRONMENTAL SERVICES On this the 11th day of January 1982, upon motion made by Commissioner Speakmon, conded by Commissioner Guthrie, the Court unanimously approved a semi-annual contractual yment to the Upper Guadalupe River Authority for Environmental Services, in the amount of 8,322.10. It is further ordered by the Court that the County Treasurer and County Auditor be thorized to draw a voucher in the above amount, payable to the Upper Guadalupe River thority out of the General Fund. o-o-o-o-o-o-o-o-o-o 14572 APPROVAL OF AMENDMENT TO EXISTING AGREEMENT BETWEEN KERR COUNTY AND MOORE SERVICE On this the 11th day of January, 1982, upon motion made by Commissioner Holland, seconded by Commissioner Lich, with Commissioners Holland and Lich and County Judge !, Neunhoffer voting "AYE" and Commissioners Speakmon and Guthrie voting "NO", said motion ' carrying by a majority vote, approving acceptance of an amendment to the existing Agreement between Kerr County and Moore Service, and that effective February 1, 1982 the monthly rate I' for garbage and refuse collection will be increased from $1,081.00 per month to $1,181.00 per month. I I o-o-o-o-o-o-o-o-o-o 'i !~ N0. 14573 ORDER DIRECTING CONDEMNATION PROCEEDINGS AGAINST JINL^~IY JOYCE CARMICHALL On this the 11th day of January, 1982, came on to be heard and considered by the Court the necessity of instituting condemnation proceedings against Jimmy Joyce Carmichall to sectse''' for the State of Texas his undivided one half interest in and to a parcel of land comprising ' 0.013 acres of land out of W. C. Francis Survey 146 in Kerr County, Texas; and it appearing to the Court that the said Jimmy Joyce Carmichall, the sole devisee under the will of J. D. Carmichall, Deceased, which will was admitted to probate in cause number 3198 in the County Court of Kerr County, Texas, and whose last known address was in the State of Colorado,', cannot be located there or in the State of California where he was last known to reside; and ~I, it further appearing to the Court that the inability to locate the said Jimmy Joyce Carmichall'. ~; for the purpose of instituting normal negotiations has left Kerr County in a position of being unable to secure clear and full title in the name of the State of Texas as to the said parcel of land; and it further appearing to the Court that further efforts to locate the said , i Jimmy Joyce Carmichall would be useless and to no avail, it is therefore ordered, on motion !:, by Commissioner Holland, seconded by Commissioner Lich and unanimously approved by the Court Ij that Kerr County, acting for and on behalf of the State of Texas, institute condemnation pro-'I ceedings in the name of the State of Texas against the said Jimmy Joyce Carmichall, address unknown, to secure for the State of Texas for right of way purposes his undivided one half interest in and to the aforesaid 0.013 acres of land situated in Kerr County, Texas, said it parcel of land being designated as Parcel No. 2 and described and shown more particularly on ~ the right of way map of the State Department of Highways and Public Transportation as made on '. i, January 22, 1981 for the right of way for State Highway Loop 534 from State Highway 16 south of Kerrville southeast approximately two miles along F.M.
