Commissioner Precinct 4 and the Court having duly opened, the following proceedings were had: '~ N0. 14912 APPROVAL OF SEMI-ANNUAL CONTRACTUAL PAYMENT TO UPPER GUADALUPE RIVER AUTHORITY FOR ENVIRONMENTAL SERVICES On this the 25th day of January 1983, upon motion made by Commissioner Guthrie, seconded by Commissioner Holland, the Court unanimously approved the semi-annual payment to the Upper Guadalupe River Authority for Environmental Services, in the amount of $28,669.50. It is further ordered by the Court that the County Treasurer and County Auditor be authorized to draw a voucher in the above amount, payable to the Upper Guadalupe River Authority out of the General Fund. o-o-o-o-o-o-o-o-o-o N0. 14913 ORDER AUTHORIZING COUNTY JUDGE TO APPOINT SPECIAL COUNTY JUDGE TO ASSIST WITH COUNTY COURT DOCKETS On this the 25th day of January, 1983, came on to be heard the request of County Judge Gordon S. Morriss for the consent of the Commissioners' Court to appoint, at his discretion, a Special County Judge pursuant to the provisions of Article 1933a, Section 3 (b), Vernon's Revised Civil Statutes, to assist with the County Court's dockets; And it appearing to the Court that current circumstances would justify this request, it is ordered on motion by ~ G Commissioner Guthrie, seconded by Commissioner Lich, and unanimously approved by the Court ~ (Judge Morriss not participating in the vote) that Judge Gordon S. Morriss be so authorized to appoint such Special County Judge or Judges to so serve pursuant to the provisions of Article 1933a, Section 9 (b), and other applicable provisions of the said Article 1933a. o-o-o-o-o-o-o-o-o-o N0. 14914 ORDER GRANTING APPROVAL FOR THE KERRVILLE-KERB COUNTY AIRPOP.T BOARD TO IQEGOTIATE A CONTRACT FOR A FIXED BASE OPERATOR AT CITY-COUNTY AIRPORT On this the 25 day of January, 1983, came on to be heard and considered the matter of granting approval for the Kerrville-Kerr County Airport Board to negotiate a contract for a fixed base operator at the City-County Airport; and it appearing to the Court that prior actio~ of the Kerrville-Kerr County Airport Board to open negotiations with interested parties and i that it would be in the best interest of all parties to grant said approval, it is ordered on motion by Commissioner Holland, seconded by Commissioner Higgins and unanimously approved by the Court that Kerr County grant approval for the City-County Airport Bcard to negotiate a contract for a fixed base operator as proposed by the City-County Airport Board, subject to ec>ncurrence by the City of Kerrville. o-o-o-o-o-o-o-o-o-o N0. 14915 ORDER APPROVING NAME, OBJECTIVES AND FUNCTIONS OF THE PRESENT KERRVILLE-KERB COUNTY AMBULANCE AND FIRE COMMITTEE On this the 25th day of January, 1983, came on to be heard by the Court the proposal of the Kerrville City staff to revise the name, objectives and functions of the present Kerrville» Kerr County Ambulance and Fire Committee; and it appearing that the proposal to rename said committee as Kerrville-Kerr County Public Safety Committee and to expand the areas of concern ';~ to include Emergency Management (Civil Defense) should be approved, it is ordered on motion by Commissioner Guthrie, seconded by Commissioner Lich and unanimously approved by the Court that the name, objectives and function of the present Kerrville-Kerr County Ambulance and
