COUNTY OF KERR X BE IT REMEMBERED that there was begun and holden on the 14th
day of March 1983, at 10:00 o'clock A. M., in the City of Kerrville, Texas, a Regular Term
of the Commissioners' Court, with the following officers present:

EDWARD D. HIGGINS Commissioner Precinct No. 2

and the Court having, duly opened, the following proceedings were had:
The receiving of bids for a Sound Reinforcing System for the District Courtroom was
declared closed at this time.
5 bids were received and opened and read aloud by the County Judge, Gordon S. Morriss
and the following order was passed:
No. 14963 ORDER TO REFER ALL BIDS TO THE COUNTY AUDITOR, DON WILLIAMSON, FOR STUDY AND
RECOMMENDATION
On this the 14th day of March 1983, upon motion made by Commissioner Lich, seconded
by Commissioner Guthrie, the Court unanimously approved that bids received for a Sound Rein-
forcing System for the District Courtroom be referred to the County Auditor for study and
recommendation.

N0. 14964 APPROVAL OF CLAIMS AND ACCOUNTS
On this the 14th day of March 1983, came on to be examined by the Court, the various
claims and accounts against Kerr County and the respective Commissioners' Precincts, since
the last term of Court, which claims and accounts were approved for payment by the Auditor
and Treasurer, in amounts and out of Road & Bridge Nos. 1, 2, 3 and 4, General, Officers
Salary, Jail Operating, Jury, 216th District Probation, Revenue Sharing Trust, Juvenile
Services, County Law Library, Kerr County Public Library and Tax Appraisal Office Funds,
as shown in the Disbursements Journal in the County Auditor's Office, which are made a part
hereof and of this order.	;~

N0. 14966 APPROVAL OF QUARTERLY PAYMENT TO THE KERR CENTRAL APPRAISAL DISTRICT FOR 1983
TAX APPRAISAL OFFICE EXPENSES
On this the 14th day of March 1983, upon motion made by Commissioner Lich, seconded by
Commissioner Holland, the Court unanimously approved a quarterly payment to the Y.err Central
Appraisal District, in the amount of $19,032.68, for the 1983 Tax Appraisal Office Expenses,
for the second quarter.
It is ordered by the Court that the Auditor and County Treasurer be authorized to draw
a voucher on the General Fund, payable to the Kerr Central Appraisal District, in the above
amount.

N0. 14967 ORDER AUTHORIZING COUNTY AUDITOR TO PURCHASE 3,000 POUNDS OF At~IDRO FOR IMPORTED
FIRE ANT CONTROL FROM THE TEXAS DEPART?4ENT OF
AGRICULTURE
On this the 14th day of March 1983, upon motion made by Commissioner Higgins, seconded
by Commissioner Holland, the Court unanimously approved that County Auditor, Don Tailli.amson,
be authorized to purchase 3,000 pounds of Amdro for imported fire ant control, from the Texas
Department of Agriculture in the amount of $8,850.00, nlus freight charges.
Payment is to be made out of the General Fund to the. Texas Department of Agriculture
upon placement of order.

N0. 14968 APPROVAL OF REPEAT OF TRACTS 16, 17, 18 & 19 OF QUAIL RUN ESTATES
On this the 14th day of March 1983, upon motion made by Commissioner Higgins, seconded
by Commissioner Holland, the Court unanimously approved the REPEAT OF TRACTS 16, 17, 18
4 19 OF QUAIL RUN ESTATES, provided in so doing, that Kerr County does not accept maintenance
of roadways until residential development shall justify said maintenance and until roads are
constructed, paved, drained, impedibles removed and underground water or electrical lines
are properly located.

EQUIPMENT FOR THE OPERATION OF A SYSTEM OF EXHIBITION OF VISUAL AND AUDIBLE

KERRVILLE, TEXAS; PROVIDING FOR COMPENSATION FOR SUCH RIGHTS.
4dHEREAS, the citizens of Blair Park, and Sleepy Hollow, Kerrville, Texas are in need of
a cable T. V. and WHEREAS, this cable T. V. would provide needed news broadcasts, exposure
and educational materials for the residents of the county, THEREFORE, BE IT ORDERED BY THE
COUNTY COMMISSIONEP.S OF KERR COUNTY, TEXAS:
SECTION 1: There is hereby granted by the County of Kerr, Texas (herein called County)
to Frank Shields d.b.a. Shields Communications and Electronics (hereinafter called Grantee),
and its successors and assigns, the right and privilege, for a period of sixteen (16) years
from the effective date of this resolution, to construct, maintain and operate in the present
and future streets, alleys and public places within a portion of Kerr County, Texas, said
inscribed area being described by plat or map of same attached hereto as Exhibit "A" and
incorporated herein for all purposes, and its successors, necessary wiring, cables, poles,
underground conduits, and other apparatus for the purpose of operating and extending to the
citizens of the County, and the inhabitants thereof, a system of exhibition of motion pictures
