During such time that said County has contracted with an attorney to enforce the collection of delinquent taxes pursuant to V.T.C.A., Tax Code, Sec. 6.30, ad valorem taxes that remain delinquent on July 1 of the year in which they become delinquent incur an additional penalty of 15% of the amount of taxes, penalty and interest due to defray costs of collection by said attorney, as provided by V.T.C.A., Tax Code, Sec. 33.07. 2.
