On this the 13th day of June, 1983, came on to be considered by the Court the matter of identifying restricted parking areas in the upper level of the courthouse yard; and it appearing to the Court that pursuant to Court Order ~p14992 a public hearing was held at the courthouse on April 13th, 1983 concerning said proposal, at which time the Court heard comments pro and con from the attendants thereto, it is ordered on motion by Commissioner Holland, seconded by Commissioner Lich, and approved by the Court that parking spaces on the east and west sides of the courthouse yard be restricted to two hour parking; and further,., that traffic into the yard be limited to the Jefferson Street entrance, with traffic exiting at the two places provided on Earl Garrett Street. It is further ordered that traffic flow ~~ff0~ be limited to one way, going south from the Jefferson Street entrance, and that the provisions lt~ of this order be effective immediately. In accordance with provisions of Article 6701g, violators of the provisions hereof shall be guilty of a misdemeanor and shall, upon conviction, be punished by fine not exceeding $50.00 for the first offense; by a fine not exceeding $200.00 for the second offense; and by a fine not exceeding $500.00 or imprisonment in the county jail not to exceed sixty days, or both such fine and imprisonment for each subsequent offense. M. HIGHWAY 783 IN KERR COUNTY, TEXAS SURPLUS TO THE NEEDS OF THE STATE AND TO EFFECT THE RELEASE OF SAME TO THE OWNER OF THE FEE IN THE LAND WHEREAS, by Channel Easement dated October 18, 1966, and recorded in Volume 4, Pages 367-369, of the Deed Records of Kerr County, Texas, a 0.344 of an acre drainage channel easement appurtenant to F. M. Highway 783 in Kerr County, Texas was conveyed by Hubert W. Shaw and wife, Sara Shaw, to the State of Texas; and WHEREAS, the present owner of the underlying fee simple title to that certain property burdened in part by said easement desires to develop said property; and ~rIHEREAS, said development will necessitate surface utilization of two parts of said easement, being a 0.099 of an acre portion identified as Parcel 21(E), Part 1, and a 0.187 of an acre portion identified as Parcel 21(E), Part 2, in attached Exhibit "A"; and WHEREAS, said drainage channel has been upgraded with two 66" drainage pipes and the said Parcel 21(E), Parts 1 and 2, will no longer be needed for drainage purposes or for use by the citizens for highway purposes; IT IS, THEREFORE, REQUESTED by the Commissioners' Court of Kerr County, Texas at its regular meeting that the State Highway and Public Transportation Commission pass an appro- priate Minute Order declaring said 0.099 of an acre and 0.187 of an acre portions of the channel easement to be surplus to the needs of the State and that all right, title and interest in and to said portions be quitclaimed by the Governor of the State of Texas to "the owner of the fee in the land".
