BASKETTE, JR. as Second Assistant County Attorney of Kerr County, Texas, effective as of August 1st, 1983 and that his salary be fixed at $1250.00 per month. o-o-o-o-o-o-o-o-o-o N0. 15127 APPROVAL OF COUNTY TREASURER'S REPORT FOR QUARTER ENDING JUNE 30th, 1983 On this the 8th day of August 1983, in Regular Session of Commissioners' Court, came on for examination the Quarterly Report of Dorothy H. Hilburn, County Treasurer of Kerr County, Texas, for the period beginning April 1st, 1983 and ending June 30th, 1983, and the same having been examined and compared by the Court and found correct. And it appearing to the Court that during the said time the Treasurer has received for account and credit and paid out of each of said funds as reflected in the report and become a part hereof; and that said accounts received and paid out of the respective funds, since the filing of the preceding report and during the period above stated, are found correct as there- in shown. It is therefore ordered by the Court that said detailed report be, and the same is here- by approved and the Clerk of the Court is hereby ordered to file same in the record accounts of said Treasurer in accordance with this order. BY THE COMMISSIONERS COURT OF KERR COUNTY, TEXAS, ESTABLISHING A PROGRAM OF COMPREHENSIVE EMERGENCY MANAGEMENT WHICH INCLUDES THE MITIGATION, PREPAREDNESS RESPONSE AND RECOVERY PHASES OF EMERGENCY MANAGEMENT: ACKNOWLEDGING THE OFFICE OF EMERGENCY MANAGEMENT DIRECTOR, AUTHORIZING THE APPOINTMENT OF AN EMERGENCY MANAGEMENT COORDINATOR: AND PROVIDING THE DUTIES AND RESPONSIBILITIES OF THOSE OFFICES: IDENTIFYING AN OPERATIONAL ORGANIZATION: GRANTING , NECESSARY POWERS TO COPE WITH ALL PHASES OF EMERGENCY MANAGEMENT WHICH THREATEN LIFE AND PROPERTY IN THE COUNTX OF KERR: AUTHORIZING COOPERATIVE AND MUTUAL AID AGREEMENTS FOR RELIEF '' WORK BETWEEN THIS AND OTHER COUNTIES OR CITIES FOR RELATED PURPOSES: PROHIBITING UNAUTHORIZED, WARNING AND ALL-CLEAR SIGNALS AND MAKING VIOLATIONS A MISDEMEANOR, PUNISHABLE BY FINE NOT TO EXCEED $1,000 OR CONFINEMENT IN JAIL FOR A TERM NOT TO EXCEED 180 DAYS. WHEREAS, the Cox~rtnissioners Court of the County of Kerr finds that the identification of potential hazards and the prevention of mitigation of their effects must be an on-going concern of the County of the lives and property of the populace are to be protected; and WHEREAS, the Commissioners Court hereby declares that the preparation of a plan, and the means for its implementation, for the protection of lives and property in the County of Kerr from I natural or man-caused disasters or threat thereof is immediately essential; and WHEREAS, the Commissioners Court further finds that in times of disasters which may imperil the safety of the inhabitants of the County, or their property, it becomes necessary to i effectuate and place into operation the preconceived plans and preparations with a minimum of ', delay; and WHEREAS, the Commissioners Court finds, therefore, that the preparation, adoption, and implementation of such plans are now imperative; BE IT ORDERED, ADJUDGED AND DECREED BY THE !~ COMMISSIONERS COURT OF KERR COUNTY, TEXAS: i Section 1. There exists the office of Emergency Management Director of the County of I Kerr, which shall be held by the County Judge in accordance with state law. (A) An Emergency Management Coordinator may be appointed by and serve at the pleasure of the Director; ~ (B) The Director shall be responsible for conducting a program of comprehensive emergency 'i management within the County and for carrying out the duties and responsibilities set forth in Section 4 of this order. He may delegate authority for execution of these duties to the I Coordinator, but ultimate responsibility for such execution shall remain with the Director. Section 2. The powers and duties of the Director shall include an on-going survey of actual or potential major hazards which threaten life and property within the County, and an I on-going program of identifying and requiring or recommending the implementation of measures which would tend to prevent the occurrence or reduce the impact of such hazards if a disaster I did occur. As a part of his responsibility in hazard mitigation, the Director shall supervise the evelopment or an emergency management plan for Kerr County, and shall recommend that plan,-
