ORDER BY THE COUNTY OF KERR, TEXAS DESCRIBING THE FUNCTIONS, DUTIES AND POWERS OF SHELTER
MANAGERS DURING NATIONAL EMERGENCIES AND PROVIDING A PENALTY
BE IT ORDERED BY THE COMMISSIONERS' COURT OF THE COUNTY OF KERR, TEXAS: I

SECTION 1. In case of national emergency, Public Shelter Managers duly appointed by the Emer-;~

gency Management Coordinator shall open public shelters, take charge of all stocks of food,
!;
water, and other supplies stored in said shelter, admit the public according to the County's
shelter use plan and take whatever control measures are necessary for the protection and
safety of the occupants. I
SECTION 2. Shelter Managers are authorized to use reasonable restraint against those who i
refuse to cooperate with the routine of shelter living under emergency conditions. Refusal
to carry out the orders of the Shelter Manager and his appointed staff shall be deemed a mis- ~'
demeanor punishable by a fine of not more than $200.00.
On motion by Commissioner Holland, seconded by Commissioner Lich,
passed and approved this the 8th day of August, 1983.
