It appearing to the Court that proper notices have been published in the Official News- paper of Kerr County, in the City of Kerrville, Texas, for one week prior to the hearing date) hereof, and after thorough examination by the Court and the consideration of the public interest of the community, the Court is of the opinion that the Proposed Operating Budget as amended, for Kerr County, Texas, for the fiscal year beginning October 1st, 1983, including General Revenue Sharing Funds, should be approved. Pursuant to Sec. 31.03, State Property Tax Code, such option allows taxpayers who pay one-half of the unit's taxes before December 1 to pay the remaining one-half of the taxes without penalty or interest before July 1 of the following year.
