TO INVESTIGATE THE FEASIBILITY OF A STRUCTURE TO HOUSE A FLIGHT SERVICE STATION FOR THE KERRVILLE-KERR COUNTY AIRPORT On this the 11th day of July 1983, upon motion made by Commis- sioner Holland, seconded by Commissioner Lich, the Court unani- mously approved a proposed contract between the City of Kerrville and Kerr County with Motheral Industries, Inc. to investigate the feasibility of a structure to house a Flight Service Station for the Kerrville-Kerr County Airport, subject to concurrence by the City of Kerrville. (4 ; ~.~ /~L~, ~~,`, ' , LETTER OF AGREEMENT Re: Flight Service Station Louis Schreiner Field Kerrville, Texas We the City of Kezrville, the County of Kerr, and Motheral Industries, Inc., hereinafter called the Airport Development Committee, do hereby agree to jointly pursue the acquisition of the above referenced facility for [he Kerrville-Kerr County Airport. The Airport Development Committee will pre- pare a presentation and proposal in response to the FAA Solicitation for Offers. The package will address all requirements set out in the S.F.O. and will include slides and/or a rendering type presentation. Representatives selected by the three above named participants will make the presentation to the FAA. Should Louis Schreiner Field be selected as the site for the Flight Service Station, the City of Rerrville and Kerr County hereby agree to con- tract with Motheral Industries, Inc. to fund, design and build this facility and [o take such steps as may be legally necessary to authorize [he Mayor of Kerrville and the County Judge of Kerr County to enter into a 20-year non- cancellable lease purchase agreement for the aforementioned structure, and to assist Motheral Industries, Inc, in obtaining an Industrial Development Bond by passing any required legislation. The airport owners will lease the ground for this project Co Motheral Industries, Inc. for a period concurrent with the lease purchase agreement at One Dollar ($1.00) per year. The rate of payment of the lease purchase will equal the Industrial Development Bond payments and will be based on cost of construction, design, attorney's fee, and banking fees (plus interest). We have estimated the entire package at One Million Dollars ($1,000,000.00), broken out as follows: Design and Construction $ 863,000 10% Contingency 87,000 Legal and Finance 50,000 $1,000,000 It has been estimated that interest will be between 7~7, and 8% on the above amount. These estimated costs are based on June 1983 building costs, the Solicitation for Offers from the FAA, and utility owners bringing the necessary services, except sewer, to the building site at no cost to the builder. Any change in any of the above criteria will be grounds for adjusting the above estimated costs up or down, as applicable. This agreement is also subject to Industrial -66- J LETTER OF AGREEMENT page 2 Development Bond funding on terms and conditions acceptable to all parties to this agreement, The cost of the original response to the Solicitation for Offers will be borne by the three parties to this agreement as follows: One-half by Mothezal Indus- tries, Inc., one-fourth by the City of Kerrville and one-fourth by the County of Kerr.
