It would be appreciated if Kerr County would take parallel action on this matter at your next meeting. Your cooperation is appreciated. -- J. McAshan noted a Chamber of Commerce approach was needed to help con- vince the FAA to choose Kerrville as the site of the Automated Flight Service Station; the presentation could be added as a preface or cover to the techni- cal portion of the proposal being prepared by Plotheral Industries. Mr. McAshan suggested to contact the business community to generate enthusiasm and ask the leaders of community organizations to endorse their approval and acceptance by letter. Mr. Stacy suggested getting a rough estimate from John McGee Advertising Company on developing a brochure for presentation; tor. Stacy stated this was critical and an important event for City of Kerrville. Mr. Turnpaugh suggested that a straight, factual approach was better in- stead of a fancy presentation. Mr. Brough suggested for someone to go to blashington to give nudge when final decision is made. Mr. 6rough moved to authorize the expenditure of $5,000 for preparation of professional presentation fo FAA for Automated Flight Service Station in Kerrville contingent upon (I) the County agreeing to go along with an additional $2,500 for an additional expenditure, (2) expert advice from a member of the Airport Committee with expertise in this area, and (3) reserving the right not to spend the $2,500. Mayor Pollard declared the motion failed for lack of a second. Mr. Furman moved that authorization be given to participate up to an addition- al $5,000 subject to 50/50 participation of City and County for development of the "quality of life" type presentation for inclusion to overall presentation; motion was seconded by h1r. Srough, and the motion passed 4-0. P1r. Stacy was absent when the motion was made. ~~. LETTER OF AGREEMENT Re: Flighc Service Station Louis Schreiner Field Kerrville, Texas We the City of Kerrville, the County of Kerr, and Motheral Industries, Inc., hereinafter called [he Airport Development Committee, do hereby agree to jointly pursue the acquisition of the above referenced facility for the Kerrville-Kerr County Airport. The Airport Development Committee will pre- pare a presentation and proposal in response to the FAA Solicitation for Offers. The package will address all requirements set out in the S.F.O. and will include slides and/or a rendering type presentation. Representatives selected by the three above named participants will make the presentation to the FAA. Should Louis Schreiner Field be selected as the site for the Flight Service Station, the City of Rerrville and Kerr County hereby agree to con- tract with Motheral Industries, Inc. to fund, design and build this facility and to take such steps as may be legally necessary to authorize the Mayor of Kerrville and the County Judge of Kerr County to enter into a 20-year non- cancellable lease purchase agreement for the aforementioned structure, and [o assist Motheral Industries, Inc. in obtaining an Industrial Development Bond by passing any required legislation. The airport owners will lease the ground for this project to Motheral Industries, Inc. for a period concurrent with the lease purchase agreement at One Dollar ($1.00) per year. The rate of payment of the lease purchase will equal the Industrial Development Bond payments and will be based on cost of construction, design, attorney's fee, and banking fees (plus interest). We have estimated the entire package at One Million Dollars ($1,000,000.00), broken out as follows: Design and Construction $ 863,000 107. Contingency 87,000 Legal and Finance 50,000 $1,000,D00 It has been estimated that interest will be between 7'~% and 8% on the above amount. These estimated costs are based on June 1983 building costs, the Solicitation for Offers from the FAA, and utility owners bringing the necessary services, except sewer, to the building site at no cost to the builder. Any change in any of the above criteria will be grounds for adjusting the above estimated costs up or down, as applicable. This agreement is also subject to Industrial -66- LETTER OF AGREEMENT Page 2 Development Bond funding on terms and conditions acceptable to all parties to this agreement. The cost of the original response to [he Solicitation for Offers will be borne by the three parties to this agreement as follows: One-half by Motheral Indus- tries, Inc., one-fourth by the City of Kerrville and one-fourth by the County of Kerr.
