It was esti- mated that the cost of this project would be approximately $402,000. Additionally, it was envisioned that the City/County would extend the roadway improvements from the northern part of the Airport property along a routing within the Airport property to the junction with existing roadway in the vicinity of the Gibson-Dugosh leases, with the engineering done by the State at the expense of City/County. Further, the eastern-most end of the overall loop roadway was to be accomplished with the Airport Master Plan development of the main runway extension (Runway No. 12-30) to make a tie to State Highway 27. Due to the fact that the City/County officials could not obtain some of the right-of-way for the planned State portion of Spur 535, it comes now to the attention of the City/County that it would be in their best interest, and we think the best interest Stotzer/Marrs Page 2 March 21, 1983 of the State, to have the State approve a similar spur highway on the eastern side of the Airport, starting from State High- way 27 at a point somewhat east of Johnson Road, which is the entrance road into Shady Grove Subdivision, and extending into the Airport property and connecting with the recently-improved portions of the loop highway in the vicinity of the new Air- port apron. In order to properly evaluate this request, we offer the fol- lowing significant points for consideration; 1. The estimated length of the new or Eastern Spur herein proposed is approximately 5,700 feet, or 1.08 miles. 2. The City/County owns all the right-of-way for this eastern location. It would not be necessary to acquire any addi- tional right-of-way. 3. This new location would include two small drainage struc- tures. 4. The proposed new spur would serve approximately 32 resi~ dences in the Shady Grove Subdivision, which is located outside the City limits but within Kerr County, as well as the Airport Transient Center now being developed on the eastern side of the Airport. 5. There would be easy access to Airport-owned land for dis- position of excess spoil from roadway construction. 6. City/County would be willing to pay for engineering costs associated with this proposed "flip-flop° of the Spur 535 location. 7. It is planned by the local entities to eventually complete the "loop" around the Airport from east to west if this request is approved by the State, Therefore, it is respectfully requested by the City of Kerr- ville and the County of Kerr that the State take the necessary actions to approve the above request, Your cooperation is sincerely appreciated.
