~ ~o~ CITY OF KERRVILLE, TEXAS ORDINANCE N0. 83-28 AN ORDINANCE REGULATING TRAFFIC AND MOTOR VEHICLES AT THE KERRVILLE/KERR COUNTY AIRPORT, AND PROHIBITING UNAUTHORIZED MOTOR VEHICLES FROM BEING UPON CERTAIN RUtVWAYS AND TAXIWAYS WHEREAS, it is necessary to regulate the traffic and the presence of land motor vehicles upon areas where aircraft may be landing, taking off, taxiing, or stored, so as to prevent collisions and promote the safety of the general public; and WHEREAS, such traffic regulation has been recommended by the Texas Aeronautics Commission: NOW, THEREFORE, BE IT ORDAIfVED BY THE CITY COUNCIL OF THE CITY OF KERRVILLE, TEXAS: ARTICLE 5-XVII. TRAFFIC REGULATION KERRVILLE/KERR COUNTY AIRPORT. (1) Prohibited Area. Except for emergency vehicles actually involved in an emergency, no owner or operator of a land motor vehicle shall drive, park or otherwise operate same on the north/south runway and taxiway; the east/west runway and taxiway; the taxiways leading to ramp; and the connecting taxiways; unless such land motor vehicle has been authorized in conformity with this ordinance and is displaying the insignia of such authorization as provided in this ordinance. The prohibited area described hereinabove is more particularly described on the plat attached hereto with the prohibited areas being outlined in red. (2) Obedience to Si ns. It shall be unlawful for any owner or person to drive, operate or park a land motor vehicle in violation of signs, mechanical lights or signals installed under the authority of the Airport Manager, or in violation of instructions of the Airport Manager, his agents, peace officers or police officers. (3) Speed Limit 30 m.p.h. It shall be unlawful for any owner or other person to operate a land motor vehicle in excess of 30 m.p.h. upon airport property, whether such vehicle is authorized or not. (4) Hazardous Operation. It shall be unlawful for any ovmer or other person to operate any land motor vehicle in a careless or negligent manner, or in disregard for the safety of others. (5) Authorized Insignia. An authorized land motor vehicle shall be equipped with a flashing amber light, or display an international orange and white checkered flag of not less than three feet by three feet, or painted bright yellow or international orange of a size not less than three feet by three feet. Any owner or operator of any land motor vehicle not displaying such insignia, and even though otherwise authorized, operating in the pro- hibited area shall be in violation of this ordinance Page 2 Ordinance No. 83-28 (6) Authorizing Authority. That person designated as Airport Manager by the City of Kerrville shall have authority to issue, or cause to be issued, the insignia described herein, and to authorize, or cause to be authorized, owners and operators to be upon the prohibited area. This ordinance shall be effective upon the publishing thereof in one issue of the official paper. The ten (10) day provision of Section 8 of the Charter is hereby expressly waived.
