On this the 9th day of January 1984, upon motion made by Commissioner Holland, seconded
by Commissioner Guthrie, the Court unanimously approved merit increases for various non-
elected personnel, to be effective January 1st, 1984, as follows:
COUNTY CLERK'S OFFICE
MARY ANN MUMME, Deputy County Clerk - a salary increase of $30.00 per month (from
$940.00 per month to $970.00 per month).
COUNTY AGENT'S OFFICE
LINDA BAKER, Assistant to the County Extension Agents and 4-H Program Coordinator
- a salary increase of $40.00 per month ($890.00 per month to $930.00
per month).
TAX ASSESSOR-COLLECTOR'S OFFICE
ANNE GRAHAM, Deputy Tax Assessor-Collector - a salary increase of $50.00 per month
(from $975.00 per month to $1025.00 per month).

KX AVIATION, INC. AS LESSEE AND CITY OF KERRVILLE, COUNTY OF KERB AND KERRVILLE-
KERR COUNTY JOINT AIRPORT BOARD AS LESSOR
On this the 9th day of January 1984, upon motion made by Commissioner Holland, seconded
by Commissioner Higgins, the Court unanimously approved that County Judge Gordon S. Morriss
be authorized to execute an Estoppel Letter on behalf of Kerr County to the Bank of Kerrville,
Re+-- Lease_Agreement, dated August 4, 1983, by and between KX Aviation, Inc., as Lessee .and
City of Kerrville, County of Kerr and Kerrville-Kerr County Joint Airport Board as Lessor and
also that County Judge ?iorri_ss be authorize3 to execute the First Amendment to Lease Agree-
ment, dated November 1983, by and between Lessor and Lessee.

by Commissioner Guthrie, the Court unanimously approved payment of registration fees for four
Court Members to attend the County Judges and Commissioners' Conference at A & M, February
28th, 29th and March 1st, 1984.
It is ordered by the Court that the County Auditor and County Treasurer be authorized
to draw a voucher on the General Fund in the amount of $200.00 for the registration fees
($50.00 per member), payable to 26th ANNUAL COUNTY JUDGES AND COMMISSIONERS' CONFERENCE.

Definitions
''-i Section 1.
a
For the proposes of this regulation, the following words and phrases shall have the
II meanings respectively ascribed to them by this section: '
Massage - Any method of treating the superficial parts of a patron for medical,
hygienic, exercise or relaxation poses by rubbing, stroking, kneading, tapping,
pounding, vibrating or stimulating with the hands, feet or any instrument.

Massage Establishment or Business - A place or establishment which is operated for
the purpose of giving massage services at such establishment or on a home call basis.
Massager - Any person who for compensation engages in the practice of massage as
herein defined.
License Required; Exceptions
Section 2.
a) Operator's license required. It shall be unlawful for any person to operate in
the unincorporated areas of the county a massage business without first obtaining from the
sheriff a license to operate such an establishment. A separate license shall be required for
each and every separate office or place of business conducted by such person.
b) Massager's permit required. It shall be unlawful for any person to practice
massage in a massage business establishment without first having obtained from the sheriff a
