KLEIN, JR., Justice of the Peace, Prec. 5, April 1984 Report 296.00 Interest earned 1.26 o-o-o-o-o-o-o-o-o-o N0. 15490 RESOLUTION ON COUNTY ROADS AND BRIDGES MAY 14th, 1984 WHEREAS, Counties in Texas carry the responsibility for over 163,428 miles of the state's' public roadways; and, WHEREAS, 80% of these roadways are unpaved and require constant maintenance; and WHEREAS, 6,940 bridges maintained by counties and cities in Texas are designated as ,., structurally deficient by federal inspection standards; and WHEREAS, another 4,674 county and municipal bridges are classified as functionally _ obsolete; and '3t7Li WHEREAS, proposals calling for a special session of the Texas Legislature to consider additional funding for Texas' roads fall short of providing assistance to counties in main- taining county roads and bridges; and, WHEREAS, Texas Counties cannot continue to seek resolution for this problem through «-:_ demands on the limited property tax base; and WHEREAS, prudent public policy dictates that planning and decision-making in this regard incorporate the needs of the entire statewide transportation network, whether it fall within the jurisdiction of the state highway department or the county or the city; and, WHEREAS, It is the belief of this County Commissioner's Court that State revenue should ~~~ be directed toward the construction and maintenance of all roads and bridges in Texas, not ~I just the interstate system and state highways; I ~I THEREFORE, BE IT RESOLVED, that the Governor and the Texas Legislature recognize that ~~I counties cannot continue to depend on the limited property tax base to resolve this most pressing problem; and BE IT FURTHER RESOLVED, that the Texas Legislature meeting in special session adopt a 1 cent fuel tax for county roads; and, THEREFORE, The County Commissioner's Court of Kerr County requests that the Legislature adopt and the Governor sign legislation to provide funding for the maintenance and construc- tion of county roads along with state highways.
